- Aviation Safety Information Analysis and Sharing (ASIAS) Program Support Services Market Survey DTFAWA-16-R-ASIAS A. Introduction and Purpose Pursuant to the FAA Modernization and Reform Act of 2012 (P.L. 112-95), the FAA is engaged in a multi-decade effort to transform the nation ™s current air transportation system into the Next Generation Air Transportation System (NextGen). NextGen is a highly complex, multilayered, long term process that faces major challenges in meeting future capacity demands while improving safety, reducing delays, and protecting the environment. NextGen implementation involves developing and implementing numerous new technologies as well as the procedures for their use. Each of these technologies and procedures must undergo comprehensive and rigorous analysis to determine its impact on aviation safety. In order to conduct these analyses, the FAA and industry are required to have access to both high quality reliable data and information that is comprehensive, automated, and can be easily integrated, as well as to state-of-the art automated tools to analyze the data and information. To further the development of this capability, the Office of Aviation Safety (AVS) is implementing the Aviation Safety Information Analysis and Sharing (ASIAS) program. The ASIAS program is a broad multi-dimensional government/industry effort to significantly enhance the safety performance of the aviation system through the development of state-of-the-art automated safety information/data analysis and sharing capabilities. The current internal FAA hosted component of the ASIAS automated support system houses one of the largest collections of aviation safety data/information in the world. The ASIAS system provides users with a suite of analytical tools which enable analysts to perform integrated queries across multiple databases and display pertinent elements in an array of useful formats. Additionally, the ASIAS system provides access to advanced analysis tools, such as data visualization and pattern recognition technologies. The ASIAS system capabilities aid aviation decision-makers in the analysis of complex relationships and the identification of potential hazards not otherwise readily apparent. Objective The primary purpose of this requirement is to augment and enhance the FAA ™s automated safety analysis capabilities. This includes improving the analytical value of existing data sources by creating an operational environment that supports the rapid and cost effective integration of data/information from multiple sources. Background The ASIAS program has several inter-related components. Some of the components are relatively mature in terms of processes/methodologies and information technology, while others are in earlier stages of development. ¿ Component 1: Involves maintaining and further enhancing the current safety analysis and sharing capabilities. These capabilities were historically derived from accident investigation and statistical analysis methodologies, and focus on forensic analysis of historical accident and incident information/data. Aviation Safety Information Analysis and Sharing (ASIAS) Program Support Services Market Survey DTFAWA-16-R-ASIAS ¿ Component 2: Involves both the development of metrics that measure the effectiveness of remedial safety interventions, as well as routine and ad hoc monitoring of known hazards and risks. ¿ Component 3: Focuses on the transition to a future safety analysis and sharing environment in which significantly expanded and shared information sources must support the application of diagnostic/prognostic analysis methodologies. ¿ Component 4: Involves using products of the safety analysis and sharing capabilities to support changes in policies, processes, requirements and relationships that comprise the aviation safety oversight and regulatory system. ASIAS Safety Information/Data Portal The ASIAS system provides data management and analytical services to the FAA, U.S. government and international organizations, the aerospace community and the public. To support this objective the ASIAS program has developed an aviation safety information and data portal for providing the FAA and its customers with expanded analytical services and improved access to the ASIAS collection of aviation data systems, metadata, reports, reference materials and analysis tools. The aviation safety information/data portal is supported through the ASIAS data management strategy known as the Advanced Data Architecture (ADA). The ASIAS system uses its advanced data management and integration capabilities as a basis for adapting, developing, and evaluating analytic tools and processes capable of monitoring the aviation system for safety issues. The ASIAS information/data portal must be available 24/7 with the exception of scheduled maintenance to accommodate ASIAS ™s users in different regions of the world. Commercial Aviation Safety Team (CAST)/ International Civil Aviation Organization (ICAO) Common Taxonomy Team (CICTT) The Office of Aviation Safety (AVS) promotes and supports the development of data standards for aviation safety information/data. The goal of this activity is both to enhance the FAA ™s capability to perform safety analysis and oversight through the integration of data from multiple information source systems, as well as to facilitate and foster the sharing of safety information among different aviation entities. As part of this effort, the AVS sponsors an international program to develop global aviation data standards and taxonomies. This effort is implemented by a team co-chaired by the Commercial Aviation Safety Team (CAST) and the International Civil Aviation Organization (ICAO). The formal name of the team is the CAST/ICAO Common Taxonomy Team (CICTT). Safety Metrics Development, Future Safety Analysis and Sharing Environment Transition In order to measure the effectiveness of the safety enhancements implemented as a result of the forensic derived recommendations of CAST, preliminary metrics have been developed for most of the recommendations that calculate the rate at which identified problems are occurring in comparison Aviation Safety Information Analysis and Sharing (ASIAS) Program Support Services Market Survey DTFAWA-16-R-ASIAS to an established baseline. These metrics need to be augmented and enhanced. In addition, an automated system needs to be developed both to check status of the metrics as well as to evaluate exceedances, atypicalities and aberrations in safety data. The FAA has committed to the goal of transitioning from a safety analysis capability based on historical data and statistical analysis to a future safety analysis and sharing environment that must support diagnostic and prognostic analysis. Moving to this future environment requires the development of safety precursor indicators or metrics that emphasize the use of such system safety tools as risk assessment, system modeling and expert judgment methodologies to identify hazards that may result from such systemic events as aviation system operational changes or demographic changes. B. Nature of the Competition The acquisition strategy for the procurement has not been determined at this time. If the Market Survey results in providing meaningful information, the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA ™s 8(a) Program. D. Technical Capability “ Respond to each Subparagraph: Industry is invited to provide written responses and information that will enable the FAA to ascertain Industry ™s ability to meet future FAA ASIAS requirements. Please provide your company ™s response for the following items: G.1 Criteria: Criterion 1: Provide a brief description of your company ™s capabilities and experiences in providing project management support services in scientific, technical, aviation, and/or safety related program areas. Criterion 2: Provide a brief description of the systems your company has managed, developed, enhanced and/or supported that would be classified in the following technology areas: Safety Information; Data Management; or Knowledge Maintenance. Provide a description of your company ™s role in supporting these systems and how the work performed is related to or shares commonality with the requirements of the provided draft statement of work. Provide specifics about your company ™s accomplishments sin each functional area, the impact of the support provided, and how the support provided is related to or has commonality with the provided draft statement of work. Criterion 5: Provide a brief description of your company ™s experience in supporting safety organizations and developing regulatory policies, procedures, or other governing information in aviation or transportation environments. Criterion 6: Provide at least three past performance references that depict the types of work your company has performed that are substantially the same or similar to those described in the statement of work (draft) released with this market survey. Provide the names of the organizations supported, the dollar amount of the awarded contract, the number of documents completed during the contract period, your company ™s role in the contract (prime or sub), how many personnel supported the contract (e.g., number of personnel and labor categories), and the name, phone number and email of an individual at the customer organization who could vouch for your company ™s experience and contract participation in the past performance reference. References that have occurred in the past five years are acceptable. G.2 Improvements to the SOW: Provide any recommendations you might share for improving the SOW and/or content of the operating guides (Attachments A) which would be helpful to industry when the final SIR and relevant attachments are released.
