- DEPARTMENT OF VETERANS AFFAIRS (VA) SOURCES SOUGHT NOTICE - COMMUNITY BASED OUTPATIENT CLINIC HOT SPRINGS, AR The Department of Veterans Affairs (VA), Central Arkansas Healthcare System (CAVHS) currently operates a 9,999 rentable square (RSF) foot Community Based Outpatient Clinic (CBOC) located at 177 Sawtooth Oak Street that serves the veterans of Hot Springs, AR. This VA is looking to expand the space for an additional 9,278 NUSF, total lease space up to 19,278 net usable square feet of space. VA plans to negotiate a Superseding lease at this location and the VA will consider alternative space only if economically advantageous. In making this determination, Government will conduct a financial evaluation and analysis of cost likely to be incurred through relocating, such as physical move cost, replication of tenant improvement, labor hours, site preparation, telecommunications infrastructure, non-productive agency downtime and other related cost to meet VA requirements. VA is anticipating awarding a lease to a qualified party before September 30, 2016, with an occupancy date of July 1, 2017. Lease term: Five (5) year firm term with one-5 year Government elect options. Space Requirements: Provide space of up to 19,278 NUSF, located on no more than one (1) contiguous floor; first floor space is preferred. Space must be contiguous, with an open floor plan, and can be provided by modifying existing space. Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must be constructed of masonry, concrete, or steel framing. Parking: VA requires on-site parking lot must accommodate the greater of: (i) local code required pro-rata share of parking allotted to the building for the duration of the lease term or (ii) One hundred (100) dedicated, standard sized, parking spaces of which six (6) shall be designated handicapped accessible with Van accessibility. The building and parking area must be fully accessible meeting all requirements of Architectural Barriers Act Accessibility Standards (ABAAS). The delineated area of consideration is defined below: Beginning at the intersection of Central Avenue and Highway 70/270, travel east, then northeast on Highway 70/270 to Exit 11B Highway 70B. Proceed west on Highway 70B to Exit 2; E. Grand Ave. Travel west on E. Grand Avenue to Gorge Road. Turn right onto Gorge Road and travel north to the intersection with Park Avenue. Turn left on to Park Avenue and travel southwest until Park Avenue turns into Central Avenue. Travel south on Central Avenue for approximately ¾ mile to the intersection with Ouachita Avenue. Proceed west onto Ouachita Avenue for approximately ½ mile until it merges with Highway 70B. Travel west then south on Highway 70B to Albert Pike Road (Business 70B). Proceed southwest on Albert Pike Road for approximately 2 ½ miles to Highway 70/270. Travel east on Highway 70/270 for approximately 5 miles to Central Avenue. ADDITIONAL REQUIREMENTS: The offered space: "Shall meet Federal and State Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. "Shall be fully serviced. "Hours of operation: 8:00 am to 4:30 pm Monday through Friday, but accessible for VA use 24 hours per day, 7 days per week. "Shall not be in the 100 year flood plain. "Shall not be next to a bar, liquor store or like establishment; "Shall not be located near a residential hotel; and "Shall not be located near an area where it is known that illegal activities occur such as illegal drugs sales. "Is preferred to be located on ground floor, if not, space must be ADA compliant to include elevator. The space submitted will be given a score of Pass or Fail. Sites that do NOT meet the minimum requirements and are given a failing grade will NOT be considered further and offers for such sites will NOT be evaluated. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING INFORMATION, AS KNOWN OR AVAILABLE. PLEASE NOTE THAT TIME IS OF THE ESSENCE, PLEASE PROVIDE AS MUCH INFORMATION AS POSSIBLE TO ENABLE VA TO EVALUATE YOUR OFFERED PROPERTY. VA RESERVES THE RIGHT TO ELIMINATE A PROPERTY THAT FAILS TO PROVIDE SUFFICIENT INFORMATION. All submission should include the following information: (1)Address or location description and legal description. (2)Location on map demonstrating the site is within the delineated area. (3)Ingress/egress to street(s). (4)Evidence of proper zoning for medical office use. (5)FEMA map evidencing that the property lies outside the 100-year floodplain. (6)Narrative and map depicting proximity to the nearest bus and/or train stop. (7)Access to site from major transportation routes. (8)Brokers, developers, or legal representatives must show written acknowledgement and permission to represent and develop the property. (9)Property Owners and/or developers must provide written proof of ownership or non-contingent control of property at the time of submission of initial bids. (10)Describe any future development affecting the site including neighboring projects and road/public utility line construction. (11)Age of building. (12)Total existing net usable square feet. (13) Site plan depicting the building "as is". (14) Block or floor plan of space proposed for offer. (15)_Identification on site plan demonstrating location of parking to be dedicated for VA's use. Rentable square footage needed to accommodate the usable square footage required will differ from building to building. Occupancy is required by July 1, 2017. Market Survey An initial evaluation of the offered space will be evaluated to determine if the offered space meets VA's criteria as listed within this advertisement. If the offered space meets VA's criteria, a market survey may be necessary to evaluate the submission. If market survey of the offered space will be conducted by VA.
