This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $15 million. The period of performance is one (1) year from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. Project Objectives: The purpose of this contract is to conduct methodological work to create algorithms to be able to match the VR-12 HRQOL scales to the SF-36 HRQOL scales to enable comparisons across the entire database of participants in the Surveillance Epidemiology and End Results - Medicare Health Outcomes Survey (SEER-MHOS) across all study years (1998-2011). These metrics will then be made available to investigators who use data from the SEER-MHOS data resource. Having these metrics available to investigators will allow for inclusion of bigger sample sizes, enabling comparisons to monitor trends in patient-reported outcomes (PROs) as well as include some cancer diagnoses that were before not possible given smaller sample sizes. The Contractor shall: • Prepare and sign a Data Use Agreement (DUA) with NCI to obtain access to the SEER-MHOS dataset. • Once the final dataset has been received, commence validation work on item-to-item matching and sample evolution problems. • Prepare and deliver documentation of the work conducted to enable the SEER-MHOS data management team and current and future users of the data to create more refined scale scores. • Participate in conference calls convened by NCI and lead the discussion with the SEER MHOS data management team to present and explain the development of algorithms and validation of the subscale scores. • Write a technical report summarizing the steps and findings of the study. • Prepare statistical algorithms for publication on the SEER-MHOS webpage to enable data users to use more refined scale scores. • Write a manuscript for submission to a peer-reviewed journal agreed upon by the Contractor and Contracting Officer's Representative (COR) and submit this manuscript to the COR for approval. • Communicate by phone and/or email with the COR any questions or issues that arise during the work period. Sole source: The requirements of this task request include substantial expertise in (a) content knowledge health-related quality of life (HRQOL) research, (b) use of the Medicare Health Outcomes Study database, and (c) methodological expertise in the development, psychometric validation, and application of patient-reported outcome metrics, specifically related to the VR-12 HRQOL instrument. The Boston University School of Public Health (BUSPH) is uniquely situated to provide this expertise. Dr. Lewis Kazis, the proposed principal investigator for this contract, has led a program of health services research measuring healthcare quality and performance for over 20 years. The work under this new requirement is part of an ongoing validation study and the ORB would not be able to carry out the work if Boston University could not complete it; it would be too disruptive otherwise. This team has spent the last year (under contract HHSN261201400530P) developing algorithms for scale-to-scale matching, and this new phase of the work is to take that validation project an additional step forward to conduct item-to-item matching as well as continued validation work some of the psychometric issues (i.e. sample evolution issues) that were discovered in the last phase. In addition, this team developed the VR-12 scales and scoring and are uniquely qualified to conduct this work. Therefore, the Boston University School of Public Health, given its personnel and long history of conducting patient-reported outcome psychometric research, is uniquely qualified to conduct the work specified in this contract. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3 PM ET, on May 16, 2016. All responses and questions must be via email to Francisco Mendoza, Contracting Officer at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
