- Solicitation map Operation and Maintenance/Fire Plan Wage Determination Map QASP Synopsis: This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation AG-83A7-S-16-0006 is issued as a Request for Quotation (RFQ) with an issue date of May 6, 2016 and a closing date of May 20, 2016 at 10:00 AM MDT. The attached solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-38. This is a Total Small Business Set-Aside under NAICS 541990 - All Other Professional, Scientific and Technical Services, with a small business size standard of $7.0 M. The Carson National Forest Supervisor's Office is soliciting for quotations on a competitive basis from qualified organizations to enter into a firm fixed price contract for Archaeological Survey services. Responses to solicitation AG-83A7-S-16-0006 must be in accordance with all specifications referenced in and/or found in the attached solicitation document. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other evaluation factors in section M of the solicitation document considered. Contractors must be registered with the US FEDERAL GOVERNMENT SYSTEM FOR AWARD MANAGEMENT (SAM.gov) in order to be considered for a Government contract. Information regarding these requirements and how to register may be obtained from http://www.sam.gov. All questions regarding this Request for Quotation must be sent in writing via e-mail to Ellena Silva (ACO) at esilva@fs.fed.us and Elizabeth Lane (COR) at ealane@fs.fed.us no later than Wednesday, April 27th, 2015 at 10:00 AM MDT. Offers are being accepted by electronic mail only at esilva@fs.fed.us. Offers must be submitted using the attached solicitation forms, signed by company officer with contact information, DUNS #, and are due no later than 10:00 AM, MDT on Wednesday, May 20, 2016. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK INTRODUCTION Background & Scope of Contract (See attached solicitation document, maps, specifications, etc.) The contractor shall provide any and all labor, equipment, supplies, services, permits, and licenses, necessary to perform a 100% pedestrian archaeological survey (equivalent to a BLM Class III survey) of approximately 4,975 acres during the period of 150 calendar days after the issuance of the Notice to Proceed, on the Camino Real Ranger District, Carson National Forest. The contract includes three separate areas. The first Pueblo Ridge area (Pueblo Ridge 1) should be inventoried first and the second (Pueblo Ridge 2) and third (Valle Escondido) areas should be inventoried subsequently. The Pueblo Ridge Archaeological Survey Areas 1 and 2 are located north of US Highway 64 East to the National Forest Boundary with Taos Pueblo lands, between Taos and Valle Escondido, NM. The area is accessed using Highway 64 East and open forest roads, as shown on the attached map. Terrain is generally rugged and vehicle access to most of the Pueblo Ridge areas is limited. However, some roads that are closed to the public may be opened for administrative use to access the project areas. The first Pueblo Ridge area consists of 1,875 acres located within sections 24 and 25 of Township 25 North, Range 13 East; and sections 9-11, 14-22, and 28-30 of Township 25 North, Range 14 East, as shown on the Pueblo Peak, Shady Brook, and Taos, NM USGS 7.5-minute quadrangles. The second Pueblo Ridge area consists of 1,859 acres located within sections 13, 14, 23, and 24 of Township 25 North, Range 13 East; sections 7, 8, 11, 13, 14, 17-19, and 23-30 of Township 25 North, Range 14 East; and sections 7, 18, and 30 of Township 25 North, Range 15 East, as shown on the Pueblo Peak and Taos, NM USGS 7.5-minute quadrangles. The Valle Escondido area consists of 1,241 acres located just west and south of the community of Valle Escondido, NM and is located within sections 5-8 and 17-18 of Township 24 North, Range 15 East; sections 25 and 36 of Township 25 North, Range 14 East; and sections 31 and 32 of Township 25 North, Range 15 East as shown on the Shady Brook, NM USGS 7.5-minute quadrangle. When carrying out work, the Pueblo Ridge Area 1 is to be completed first; the Pueblo Ridge Area 2 is to be completed second, and the Valle Escondido Area is to be completed last. This statement of work consists of completing the tasks, subtasks and the performance requirements identified in Section 5 of this Statement of Work. Site density within all three of the project areas is estimated to be low (below average) overall. While site density within the Valle Escondido Area is expected to be low overall, it is expected to be slightly higher than the two Pueblo Ridge areas. Average site density across the Carson National Forest is approximately 18 sites per section (square mile). Bidders are expected to perform a literature and records review using appropriate records, such as NMCRIS data and other sources like GLO maps/records, to accurately estimate site density when bidding. Vegetation within the two Pueblo Ridge areas includes dry mixed conifer forest; ponderosa pine forest; pinyon-juniper woodland; spruce-fir forest; some aspen forest; oak woodland; and some grasslands/meadows. The Valle Escondido area includes dry mixed conifer forest; ponderosa pine forest; spruce-fir forest; some aspen forest; and some grasslands/meadows. All solicitation provisions and contract clauses pertaining to this announcement are contained in the attached solicitation document AG-83A7-S-16-0006. This solicitation will result in a best value contract that is Firm Fixed Price and will be Performance Based. Potential contractors must provide a written response to the evaluation criteria contained in section M in order to be considered for award. The performance period will begin approximately June 01, 2016. This date is weather and site dependent. Please see attached solicitation Documents, Maps and Fire Plan.
