- PRE-SOLICITATION AMENDMENT FOR THE WILLAMETTE NATIONAL CEMETERY The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) in Washington, DC, 425 I. Street, NW, is issuing this pre-solicitation notice for the Two-Phase Design-Build requirement for the Willamette National Cemetery, in Portland, OR. This is an unrestricted procurement under Solicitation Number VA101-16-N-0095. The Contractor shall provide and furnish all supervision, labor, materials, tools, transportation, supplies and travel necessary to expand and improve the existing Willamette National Cemetery. This project will comprise the next construction phase of cemetery development. The purpose of this undertaking is to expand and improve the existing national cemetery to continue to meet the burial needs of veterans in the Portland area by providing approximately ten years of burial capacity. This project will update the existing Cemetery Master Plan to include a phased master planning of the new 38.2-acre land acquisition as well as a capacity study of the existing developed areas for expansion of burial options. This project will expand the burial capacity by developing about 10 to 20-acres of the new land with approximately 6,650 pre-placed crypt gravesites for casket interments, 13,000 columbarium niches, and 3,500 in-ground cremation gravesites for a total of 23,150 interment sites. In addition to gravesite development, construction will include memorial wall(s), ossuary, access roads, utilities, signage, site furnishings, fencing, irrigation consistent with water-wise landscaping principles, environmental preservation and mitigation, including historical and cultural resources. This project will also provide a secondary cemetery entrance off SE 132nd Street, repair existing roadways, add visitor parking, replace the existing maintenance complex, renovate the existing administration building, and address drainage problems within developed portions of the cemetery. The project will also encompass needed irrigation improvements and corrections to augment water capacity as well as extension of irrigation into newly developed areas. Improvements made to structures will incorporate Green Building Principals and Renewable Energy Initiatives in accordance with VA policy and latest energy efficient technology. The project shall include an Early Turnover (ETO) phase consisting of approximately 1,200 of the total 6,650 pre-placed crypts with associated site development requirements which must be completed and accepted for use within 810 calendar days from Notice to Proceed (NTP). The Willamette National Cemetery expansion is planned as a Design Build acquisition for award in FY17. The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED Silver certification. The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) reserves the right to use only FBO, via the internet, to provide notification of any amendments to this RFP. By registering at FedBizOpps (http://www.fbo.gov) Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. It is the Contractor's responsibility to view the FBO website daily as no other notification of amendments will be provided. The Offeror's must be listed in the Vendor Information Pages at www.vetbiz.gov and currently registered in the System for Award Management, www.sam.gov. The Solicitation is planned to issue on or about June 14, 2016. Telephone calls will not be accepted The approximate project duration will be 1,440 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990, (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. A Project Labor Agreement (PLA) will not apply to this project. CFM intends to conduct this acquisition in accordance with Subpart 36.3, Two-Phase Design-Build Selection Procedures.
