- Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to Nuvasive, Inc., 7475 Lusk Blvd, San Diego, CA 92121-1900. Requirement is for the upcoming lumbar fusion (TLIF) Level 1 procedure using percutaneous screws. Percutaneous screws must consist of a variety of polyaxial screws, reduction screws, offset connectors, rods, locking nuts, and transverse connectors. Implant components must rigidly lock into a variety of different configurations to suit the individual pathology and anatomical conditions of the patient. Using Nuvasive spine system, rather than starting from the middle of the back and spreading the muscles to the sides like a tradition back surgery, this TLIF approach with Nuvasive spine system, starts off to one side of the back and splits (rather than cuts) the back muscles in one direction, allowing the surgeon to make a smaller incision with less muscle injury. Using Nuvasive instrumentations reduce blood loss and minimal scarring with smaller incision. This instrumentation is required two days before date of surgery (25 May 2016) for SPD sterilization purposes. Date of Surgery: 27 May 2016. Nuvasive is the only manufacturer and sole distributor that offers a portfolio of application-specific implants designed for a variety of patient anatomies and pathologies. This is the only system on the market that meets the requirements identified herein. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 09:00 AM Local Time, 17 May 2016.
