N00164-16-T-GM47- SOLE SOURCE - A HIGH SPEED DIGITAL SYSTEM-ON-A-CHIP (SOC) AND RADIO FREQUENCY (RF) CAPABLE TEST PLATFORM FSC 6640 - NAICS 334515 Anticipated Issue Date 06 MAY 2016 - Anticipated Closing Date 18 MAY 2016 - 2:00 PM EDT The Naval Surface Warfare Center Crane (NSWC Crane) has a requirement for a high speed digital system-on-a-chip (SOC) and radio frequency (RF) capable test platform. The SOC test system shall be a replacement for the current Verigy 93K test system. The new system must be capable of testing to specification all past components using the preexisting hardware from the old Verigy 93K Single Density system and have the additional capability of testing RF components. A solicitation will be issued pursuant to the procedures in FAR Part 13.5 for an anticipated Firm-Fixed-Price (FFP) contract. The requirement is for one high speed digital system-on-a-chip (SOC) and radio frequency (RF) capable test system. The delivery terms are F.O.B. Destination, Inspection and Acceptance shall be at NSWC Crane. The following items will be procured: 0001 High Speed Digital System-On-A-Chip and RF Capable Test Platform in accordance with specifications that will be provided as part of the Request for Quotation (RFQ); Delivery on or before 12/31/16; 0002 Hands-On Standard Digital User Training at contractor facility in accordance with specifications. Performance shall be between contract award (estimated on or before 6/30/16) and 9/30/17. 0003 Hands-On Mixed Signal User Training at contractor facility in accordance with specifications. Performance shall be between contract award (estimated on or before 6/30/16) and 9/30/17. 0004 Hands-On RF User Training at contractor facility in accordance with specifications. Performance shall be between contract award (estimated on or before 6/30/16) and 9/30/17. 0005 Hands-On High Speed Test User Training at NSWC Crane, IN in accordance with specifications. Performance shall be between contract award (estimated on or before 6/30/16) and 9/30/17. 0006 Hands-On Memory Test User Training at NSWC Crane, IN in accordance with specifications. Performance shall be between contract award (estimated on or before 6/30/16) and 9/30/17. 0007 Option: UPS battery Back-up for the entire system in accordance with specifications. The UPS must maintain power during an outage for at least 30-40 minutes. Delivery 60 days after option exercise. 0008 Option: Software demonstrated conversion of at minimum two existing Verigy 93000 Single Density test programs to the newer SOC test software and work with existing hardware in accordance with specifications. Delivery 60 days after option exercise. 0009 Option: Load board design and build to support new SOC test head with new RF capability in accordance with specifications. Delivery 60 days after option exercise. 0010 Option: Data logger program that takes SOC raw test data and outputs in a standard ascii format in accordance with specifications. Delivery 60 days after option exercise. The Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source contract to the Original Equipment Manufacturer (OEM) Advantest America Incorporated, 3061 Zanker Road San Jose, CA 95134. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is to the Advantest 93K test system is to avoid roughly $4.7M in cost duplication and prevent as much as six years unnecessary schedule impact. The Government expended considerable effort and expense to develop the current testing capabilities consisting of hardware and software development, development of test procedures, configuration management and other software development. The estimated cost to restore capability if a different test system is procured is projected to be roughly $4.7M higher than the proposed cost to convert capability if a new Advantest 93K test system is procured. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contractor must be registered in the System for Award Management (SAM).
