- Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for Request for Quote (RFQ) firm fixed price construction contract to demo.285 miles of railroad tracks including ballast and ties, Fort Hood, Texas. This acquisition is 100% set aside for Small business under NAICS 237990 (Size Standard $36.5 Millions). The magnitude of the procurement is estimated to be between $100,000 and $250,000. The purpose of this project is demo.285 miles of railroad tracks including ballast and ties. Under this contract, the contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX160016 01/08/2016 TX16; Superseded General Decision Number: TX20150016; State: Texas; Construction Type: Heavy and Highway; County: Bell County in Texas, will govern work under this contract. A tentative organized site visit will be conducted for this procurement 1 June 2016. Details of that site visit will be available in the solicitation. The tentative dates for issuing the request for quote 25 May 2016, closing date 10 June 2016 and completing contract performance 365 days after notice to proceed under solicitation number W91151-16-T-0107. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award. Offers shall register in SAM as well at https://www.sam.gov. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive a contract award.
