- Conformed Copy Amendment 1 Performance Work Statement Pikes Peak Research Laboratory - Facility Maintenance/Repair 1.0 INTRODUCTION: The United States Army Research Institute of Environmental Medicine (USARIEM) has a research laboratory on the top of Pikes Peak located at 11680 Pikes Peak Toll Road, Colorado Springs, Colorado. The Pikes Peak Research Laboratory is one building with approximately 2,600 square feet on one floor. The laboratory is located at over 14,000 feet above sea level. This requirement is for non-personal services for general maintenance and repairs. 2.0 BACKGROUND: USARIEM has a requirement to de-winterized and prepared for occupancy by a contractor and sanitized by the Government research staff several weeks prior to the start of two separate research protocols scheduled for 1 June 2016 through 31 August 2016. The facility after the conclusion of the study will require the facility to be winterized in September 2016. Any repairs that need to be made can be accomplished during the occupancy. 3.0 SCOPE: The purpose of this acquisition is to acquire a contractor who will service the USARIEM Pikes Peak Research Laboratory in Colorado Springs, Colorado. This facility remains closed throughout the year and therefore requires de-winterization, repairs (internal and external), and pre/post electrical inspections in order to insure the safety of USARIEM Staff and Research Volunteers. 4.0 TASK REQUIREMENTS: •(Optional) *Open the facility to include snow removal required to access facility 1 June 2016. De-winterize the research facility by removal of anti-freeze from plumbing and mechanical systems, and removal of protective barriers. Activate propane fired heating systems.* •Check electrical and piping systems for damage and operational status. •Contractor shall perform revisions and improvements to fresh water supply and storage systems in equipment room to include new variable frequency drive water pump to eliminate noise and slamming during water demands. •Contractor will also perform specialized facility repairs due to weather and/or animal damage and perform inspection of all electrical service components and provide city of Colorado Springs reports as required. Contractor will be available for general repairs and maintenance of active systems and service calls for the entire period of performance. •Facility closing includes reversal of the de-winterization process and RV anti-freeze protection and exterior barriers. 5.0 DELIVERABLES DeliverableRef.Delivery Date - (Optional) De-winterization of facility -Revisions/improvements to fresh water supply and storage -Remove all protective coverings -Repairs to facility, as needed from 1 June 2016 - 15 September 2016SOW Par.4.0 On or before 1 June 2016. Additional considerations (if applicable). These can include: 7.0 CONTRACTOR TRAVEL: None 8.0 SECURITY ISSUE: Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 9.0 GOVERNMENT FURNISHED PROPERTY/EQUIPMENT: None 10.0 QUALITY CONTROL: Visual inspection is conducted by USARIEM Staff upon arrival to the facility and any issues will be presented at that time to the vendor for correction.
