- Request for Information - Guatemala Modular Buildings Request for Information/ Capability Statements To: Prospective Offerors SUBJECT: Request for Information/Capability Statements - Assembly and Installation of Modular Buildings and/or Metal Containers in Guatemala –Various Locations throughout Guatemala. The U.S. Department of State, and the U.S. Embassy, Guatemala City Guatemala, are seeking qualified offerors to provide and assemble pre-fabricated modular buildings and/or metal containers assemblies at various locations throughout Guatemala. The contractor will be responsible for providing all equipment and machinery necessary for the assembly and installation of these modular building systems. The components to provide a variety of different protective structures, depending on the specific needs of each location. The pre-fabricated systems and/or metal containers installed, must be able to withstand damage from external environmental factors, such as humidity, excessive wind, fungus, mold, rain and sun. The systems provided must also be able to meet all protection standards specified for the structures, as demonstrated through a site visit conducted by U.S. Embassy personnel INL section. Specifications/Statement of Work I. Project Description. To provide and install pre-fabricated modular buildings and/or metal containers systems at various locations throughout Guatemala. This systems will include all the necessary utilities (electrical, mechanical, plumbing) in order to operate as designed. II. Statement of Work. A. General. The contractor shall provide all labor, materials, equipment, machinery, and modular assembly system components, in order to install and assemble a variety of different structures, depending on the specific needs of each location. The contract type is Indefinite Delivery, Indefinite Quantity (IDIQ), under which fixed-price task orders will be issued for individual base projects. For each task order issued, the contractor shall perform a site visit, aid in the development of a conceptual design for the structure building or structures to be provided and assembled, develop a list of and provide all materials required for completing the project, and install/assemble the system. The contractor shall have the capability of providing a variety of modular building assembly structures and/or metal containers, which can be easily installed in locations with varying types of terrain. All modular building structures, shall be able to adapt to the different locations as specified in the drawings. These modular buildings, shall be adequate for completing various types of projects including (but not limited to) classrooms, bathrooms, offices, dormitories, holding cells and other requirements as specified in the task order. The modular building structures, shall be formed by using pre-fabricated panels and/or metal containers that are safely connected. Furthermore, these structures should be able to withstand the weight that is anticipated and design for according to the drawings specifications. The modular building systems shall include all required accessories, such as waterproof roof, stairs, doors, windows, electrical, plumbing as necessary and restrain systems for wind and seismic movement. B. Assembly Process. The contractor shall provide and assemble the modular buildings systems according to the following procedures: 1. Site Visit. The contractor is to begin each project with a site visit, (if applicable) for the purpose of determining both the technical and material requirements for the project. The site visit is to include a geotechnical survey to determine the necessary ground preparation requirements which will be completely executed by the Guatemalan government responsible agency. 2. Transportation of Materials. The contractor is responsible for coordinating the transportation of all required materials for assembling the modular building structures. This does not include filling materials if available at the construction site. However, if filling material must be delivered to the project site, then the contractor is responsible for all efforts required to locate appropriate filling material and coordinate the transportation of the filling material to the project site. The contractor is responsible for ensuring that all modular building materials are delivered in the appropriate manner, taking the necessary precautions to avoid any damage to the materials from vibration or movement during transport. 3. Assembly of Modular Building Systems. For each project the contractor shall be responsible for the installation and assembling of the modular building systems. However, for all of the projects, the construction activities and labor associated with the foundations needed, as well as the electrical and plumbing connections to the specified location, will be performed by the local Government. 4. Equipment and Machinery. For each project, the contractor shall identify the appropriate equipment and machinery to be used, based on the specific modular building system to be installed on each location throughout Guatemala. C. Delivery Location and Time. The contractor shall deliver all required modular building system components and materials to various locations throughout Guatemala as required. For each project a separate task order will be issued, which will identify the specific location of the project and the time by which all materials must be delivered to the project site. The contractor shall be responsible for ensuring that its personnel follow any special instructions for delivering materials, as may be specified in specific task orders. This applies to any outside sources or companies that might be delivering materials to a project site on behalf of the contractor. III. Specifications. See Attachments A. General. All modular building systems provided/assembled by the contractor shall meet the following minimum specifications: The Modular Building systems shall be fire proof, and shall provide adequate resistance against external environmental factors (e.g., humidity, excessive wind, fungus, rain, mold and sun. Surfaces shall be resistant to corrosion. B. Maintenance. Following installation, the bastion defense systems shall be easily maintainable without the need to disassemble any of the components. Due to the nature of the requirement, all damages shall be corrected using the same materials as were used in the original construction. All damages shall be repaired in such a manner so that the repaired panels or modular unit system has the same resistance and level of protection as before the damage occurred. C. Warranty. The contractor shall provide and install the modular building systems that will remain stable and provide the required level of force protection for a minimum period of ten (10) years. During the ten year period following installation, the modular building systems shall be able to retain their quality and protective properties.
