Description

Sole Source Justification Statement of Work Solicitation Close Date: May 17, 2016 at 12:00 PM (EST) Solicitation N00421-16-T-0314 is issued as a competitive procurement. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a competitive basis for the procurement of SOFTWARE SERVICE RENEWAL NI DEVELOPER in accordance with the Statement of Work, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and 13. The intent to sole source this requirement to NATIONAL INSTRUMENTS is based on the criteria that the renewal Lab View software is currently owned and utilized by The Propulsion Systems Evaluation Facility (PSEF). NATIONAL INSTRUMENTS holds the proprietary information in order to maintain the software. If this item is not procured during the designated time frame the government will incur a 50% mark up for the reinstatement of the NI DEVELOPER software. This procurment is not a total set-aside for small business.
