- The U.S. Department of Housing and Urban Development (HUD) intends to solicit, negotiate and award a sole source contract to the Association of Government Accountants (AGA), 2208 Mount Vernon Avenue, Alexandria, VA 22301 for training services. The government expects to obtain a training program that will satisfy its current need in staff development. The Office of the Chief Financial Officer (OCFO) is looking to address the core competencies associated with financial management with the goal of work force enhancement. With the transition to a shared service environment, the OCFO has had to adjust duties and the process of daily operations. In this current phase of implementation it is vital that the financial management department is being refreshed. This training program will enhance that environment while providing an opportunity to prepare for and obtain Certified Government Financial Manager (CGFM) certification. The services to be provided include training for up to 30 participants for each class listed below: • Internal Controls in the Federal Government Understanding A-123 the objective of this course is to provide a better understanding of GAO's Green Book, OMB Circular A-123 requirements and reporting, Risk assessment model, Assessment document for internal controls, Changing cultures to gain compliance and increase organizational effectiveness. Place of Performance & Anticipated Date of Performance: Portals Building, 1250 Maryland Avenue SW, 2nd Floor Larger Conference Room, Washington, DC 20024; June 2, 2016 • Governmental Financial Management and Control the objective of this course is to Cover financial management functions and controls including internal control, auditing, performance measurement, financial analysis techniques and specific financial management practices used in Government, and to prepare the student for the CGFM Examination #3. Place of Performance & Anticipated Date of Performance: Portals Building, 1250 Maryland Avenue SW, 2nd Floor Large Conference Room, Washington, DC 20024; May 24, 2016 - May 25, 2016 • Appropriations Law Refresher the objective of this course is to provide an overview of key appropriations law concepts and principles based on the GAO's Principles of Federal Appropriations Law with emphasis on comptroller general decisions and reported anti-deficiency act violations. Place of Performance & Anticipated Date of Performance: HUD, 801 Cherry Street, Room 2538, Ft. Worth, Texas 76102: May 24, 2016 - May 25, 2016 • Governmental Accounting, Financial Reporting and Budgeting the objective of this course is to cover the general principles of governmental accounting, financial reporting, performance measures and budgeting. Also cover the unique aspects of accounting and reporting for local, state and Federal Government and prepare the student for the CGFM Examination #2. Place of Performance & Anticipated Date of Performance: Portals Building, 1250 Maryland Avenue SW, 2nd Floor Large Conference Room, Washington, DC 20024; June 21, 2016 - June 23, 2016 HUD, 801 Cherry Street, Room 2538, Ft. Worth, Texas 76102: June 14, 2016 - June 16, 2016 The contract award is anticipated to be Fixed Price. The anticipated period of performance is stated above. The Product Service Code (PSC) is U009 Education/Training General The NAICS Code is: 611430 Professional & Management Training Services are being procured under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1). THIS IS A NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR QUOTES OR PROPOSALS. The determination not to open this requirement to competition is at the sole discretion of the Government. The intent of this notice is for informational purposes only. Interested firms responding to this notice must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirement above. The capability statement shall be sufficient enough in detail, but not exceed five (5) pages TOTAL, so the Government can determine the experience and capability of your firm to provide the above requirement. Only electronic copies of capability statements will be accepted and shall be submitted to Katharina Washington at katharina.washington@hud.gov and Deborah Moody at Deborah.d.moody@hud.gov. The email shall contain in the subject line: Response to DU100A-16-Q-0001 Training Services. No information or credentials offered via telephone will be accepted. The Government will not pay for any costs associated with providing capability information. All interested firms should submit their capability statements no later than 3:00 pm Eastern Standard Time on Tuesday, May 17, 2016 to the attention of the contact listed above. Late responses will not be considered.
