- Sources Sought Notice: Firing Range Request/HSTS05-16-R-ORL001 Introduction: This synopsis is a request for sources sought only. The proposed contract will be for one year and four one year option terms. The North American Industry Classification Code (NAICS) is 611699. Services anticipated to begin on or about August 2, 2016. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice Scope: The Department of Homeland Security (DHS) has a requirement for a firearms range to conduct advanced firearms training. The range facility may be indoor/outdoor (see below following standards) and located within a 20 minute commute from the Orlando International Airport. Commute will be assessed in consideration of prime rush hour traffic, both in the morning and late afternoon/early evening. The range must comply with applicable, local, state and federal regulations, including but not limited to, lead exposure. Vendor will be requested to submit its most recent certification of lead exposure testing and/or its most current OSHA compliance certificate/letter and air sample for lead with submission of proposal. If an award is granted and OSHA standards are not in accordance with regulation, the government has the unilateral right to terminate contract at any time via written signed modification. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above in the Scope/Standards to Qualify. The proposed range must meet the following standards to qualify for consideration: DHS will provide all AMMUNITION, TARGETS,FIREARMS INSTRUCTORS. The range time must be available exclusively to the Department of Homeland Securty (DHS) during the hours indicated. The range must be closed to the public during the corresponding hours and the hours for use should be scheduled. The range may be indoor or outdoor. The range must possess a minimum of 20 firing points and must be able to accommodate a qualification course distance from 1.5, 3, 7, 15 and 25 yards. Firing line will be marked so it is apparent and continue for the full length of the firing position. The range must possess target carriers to fit various size targets. The range must possess the ability to utilize barricades at a distance of 15 and 25 yards. Range must be able to accommodate low light/night live fire operations on all days scheduled. If outdoors, firing positions will be covered and water directed away from the firing line to allow all weather use. If indoor, ventilation system must control exposure to lead in accordance with 29 CFR 1910.1025. Range access roads must approach the range complex outside the SDZ footprint. Roads and parking will be accessible by passenger vehicle, light or medium trucks, and vans. The range shall possess adequate exterior lighting in both public and work areas. The range shall possess drinking fountains located near the range facilities for DHS use. The range shall be equipped with male and female restroom facilities with running water located near the range facilities for DHS use. Range will provide a storage area solely for DHS use. Storage area will be used to store targets and other associated items. The range shall provide sufficient trash receptacles for used targets, target backings, and empty ammunition boxes. The range shall be equipped for removal of used brass cartridges. Parking lot will be able to accommodate a minimum of 25 vehicles and in compliance with Americans with Disabilities Act (ADA) accessible parking spaces table. The range must posess an on-site classroom facility with chalkboard or dry erase board, computer, and overhead projector and seating to accommodate 25 students. The range must be able to accommodate the following calibers: 9mm,.40,.45,.357,.223,.308 and commercial shotgun caliber ammunition. The range shall possess rifle and shotgun capabilities with a minimum distance of 200 yards. The range must allow movement between firing points and shall not restrict movement-oriented firearms training by students (i.e. standing to kneeling transitions). The range rules shall allow shooters to draw and fire from the holster. The range rules cannot disallow a student from moving in front of the firing points with an instructor present, (i.e. tactical move and shoot type drills where instructor/student ratio would be too restrictive). The range shall possess a weapons cleaning area covered overhead or enclosed large enough to accommodate cleaning tables/benches and cleaning materials and have an air hose. DHS personnel will use the range an average of 32 days semi-annually with approximately 300,000 rounds to be shot annually. The proposal set forth shall price 64 training days per year. Pricing shall be submitted on a per quarter basis. The contractor will be paid per the actual number of days used not to exceed the total available per year. DHS will schedule minimum 90 days in advance. This range must be closed or concealed from the public during the corresponding hours. Under this contract, DHS requires exclusive use of the range from 0800-1200 hours. This does not include weekends or holidays. Should weather (i.e. rain) or unforeseen circumstances prevent the use of the range, DHS will reschedule those missed days within the same month, if possible, or the following month if not possible. The written response to this notice should also contain the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives e. Date submitted. f. Applicable company GSA Schedule number or other available procurement vehicle. g. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. h. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All respondents must register on the SAM located at https://www.sam.gov/portal/public/SAM/ Any offeror/source shall not submit pricing at this time.
