- This announcement constitutes a Sources Sought Synopsis for information and planning purposes to identify the availability of potential sources capable of providing the Department of the Navy, Bureau of Medicine and Surgery (BUMED) with data analytic support services. Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contracts (MACs) are anticipated with resultant task orders being issued on either a Cost Plus Fixed Fee or Firm Fixed Price basis. Award of the resultant MACs is anticipated during the second quarter of Fiscal Year 2017 through twelve months thereafter with three (3) subsequent one-year option periods. The applicable NAICS code and size standard are 541690 (Other Scientific and Technical Consulting Services) and $15 Million, respectively. The required services will focus on pursuing systematic examination of operational process efficiencies, population health maintenance strategies, and the quality of medical care and event outcomes with respect to near and longer-term resource consumption; analysis and education of economic factors in healthcare system design; identifying questions that can lead to further investigation and system improvements and aligning analytic efforts with Navy Medicine strategic goals. The resultant contractor(s) is required to provide support for these initiatives in the following ways: (1) assist with identifying the data needs for projects, obtaining data, and understanding the business context and business processing rules behind the data in the major Military Health System (MHS) central data repositories; (2) provide education to leadership, operations managers, business planners and analysts across Navy Medicine; (3) provide quick turnaround studies for time-sensitive and urgent requests; and (4) provide thorough analysis on selected healthcare related topics pertinent to the Military health System and Navy Medicine. The major task areas supported under the resultant contract(s) include: (1) Central Data Systems Consulting and Extraction Services; (2) Funding Adjustment Models; (3) Metrics; (4) Program Analysis, Cost Analysis, and Value Analysis; (5) GIS Analysis and Geomapping Support; and (6) Education and Training. Refer to the attached Draft Performances Work Statement (PWS) enclosed herein for further details. Prospective offerors possessing the requisite skills, resources and capabilities necessary to perform the stated requirements attached hereto are invited to respond to this market research survey/sources sought synopsis via the submission of an executive summary, no more than five (5) pages in length. The submission should include the following information and should reference N00189-16-R-DATA: 1. Company name, address, point of contact name, phone number, fax number and email address. Please also indicate if the identified prospective offeror would be performing in the capacity of a prime or subcontractor in support of the BUMED data analytics procurement. 2. Contractor and Government Entity (CAGE) Code. 3. Size of business - Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-owned, Veteran-Owned, and/or Service Disabled Veteran-owned. 4. If the items/services can be solicited from a GSA schedule, provide the GSA contract number. 5. If the items/services can be solicited from a Seaport-e MAC, provide the Seaport-e contract number. 6. Capability statement displaying the contractors ability to perform the Performance Work Statement (PWS) requirements attached herein in support of BUMED, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last five (5) years. This relevant past performance information should identify the applicable contract number; total contract dollar amount; contract period of performance; description of the relevant services provided to include a brief description of the services performed; and a customer point of contact with corresponding telephone number and e-mail address.
