Description
DESCRIPTION: This requirement is being procured in accordance with the Brooks A/E Act as implemented in FAR Subpart 36.6. The top rated firm will be selected for negotiation based on demonstrated competence and qualifications for the required work for the Minneapolis VA Health Care System, located at One Veterans Drive in Minneapolis, MN 55417, is seeking the services of a qualified Architectural Engineering (A/E) firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and As-Built Documentation for Project No. 618-14-119, Construct Clinical Research Building, The project will include design work for the preparation of 100% complete working drawings and contract documents using VA Master Specifications to complete the following: This notice is to describe the requirements of the solicitation and resulting award of an Indefinite- Delivery Indefinite-Quantity (IDIQ) contract for architect-engineer (A/E) and related professional services. A base year and four option years are anticipated. Design services to be provided are multi-disciplinary in nature and primarily focused on Architectural, Structural, Civil, Landscaping, Mechanical, Electrical, and Plumbing (MEP) Designs. The resulting contract shall be a Firm Fixed Price Contract with future Task Orders awarded against it. Services performed under this IDIQ contract will be primarily for the Department of Veterans Affairs Medical Center located in Minneapolis, Minnesota; however, services may also be required to support other medical centers within VISN 23, which includes North Dakota, South Dakota, Iowa, and Nebraska. Services shall also support work required for any and all outlying VA facilities. Outlying facilities may be located anywhere within the medical center's geographic area of responsibility, including, but not limited to, North Dakota, South Dakota, Iowa, Nebraska, and Wisconsin. Contractor is to provide professional A/E services, to include planning, design and construction period services on various facility projects for construction, maintenance and/or repair of infrastructure and real property. Projects may be single-discipline or multi-disciplinary in nature including, but not limited to, performance of various studies, archeological, environmental and historical planning (NEPA and Section 106), architectural, interior design, civil, electrical, landscape, mechanical, plumbing, structural, industrial hygiene, cost estimating, master planning, fire protection, materials testing, security system designs, building information modeling (BIM) or other related professional services. The A/E firm shall have either in-house or through consultants, licensed/registered professionals in the following disciplines (1) Architect; (2) Structural; (3) Civil; (4) Mechanical; (5) Electrical; (6) Environmental; (7) Landscape; (8) Value Engineering; (9) Cost Estimator; (10) Scheduler; (11) Risk Analyst; (12) Fire Protection; (13) Historic Preservation; (14) LEED or GREEN Globe Certifier and (15) Quality Assurance/Quality Control (16) Construction Administration (17) Historical Preservation design The designs may be for new facilities as well as renovation and remodel, including infrastructure upgrades. The first A-E project to be awarded as a task order against the new IDIQ Contract will be for an A-E to provide construction drawings, specifications and construction period services for the renovation of Research Wing 3Q on the 3rd floor of Building 70 at the Minneapolis VA Medical Center. Existing wing 3Q has approximately 12,600 square feet of space and was originally constructed for wet lab research and has not been renovated beyond minor cosmetic changes since original construction. The new Clinical Research Unit will occupy wing 3Q and will and have approximately 12,600 square feet of space. VAMC Minneapolis chartered a conceptual design for a clinical research wing in 2013 that focuses on providing clinical research office spaces. That report will be provided to the best qualified firm as an attachment to the full scope of work. The design will use these concepts and develop construction drawings and specifications with sufficient detail to award a construction contract. The drawings will include but not be limited to demolition, structural, architectural, mechanical, electrical, low voltage (Nurse Call, MATV, Telecommunications, Public Address, Security), and equipment. Design time completion: 159 days from NTP. This procurement is Set- Aside for Service Disabled Veteran Owned Small Business. NAICS Code 541330, Engineering Services, is applicable to this procurement. Service Disabled Veteran Owned Small Business firms under the applicable NAICS Code above are encouraged to submit their qualifications. The size standard for a firm to be considered a small business is $15.0 million average annual receipts for preceding three years. Estimated construction cost range is between $2,000,000 and $5,000,000. A firm-fixed-price IDIQ contract will be negotiated. Solicitation VA263-16-R-0472 has been assigned to this procurement and should be referenced on all correspondence regarding this announcement. Selection criteria shall be in accordance with Federal Acquisition Regulation (FAR) Part 36.602-1 and VA Acquisition Regulation (VAAR) Part 836.602-1 The A/E selection criteria shall include: a.) Past Performance, b.) Professional Qualifications, c.) Professional Capacity of the firm to perform the work, d.) Location and Facilities of Working Offices, e.) Estimating Effectiveness, f.) Record of significant claims, g.) Reputation and standing of the firm and its principal officials.
