- NOTICE OF INTENT TO SOLE SOURCE Notice of Intent to Sole Source Title: Construction Administration Services to support the Urgent Care and Support Expansion Minor Construction project at the Salt Lake City VAMC The VHA Program Contracting Activity Central (PCAC) intends to award on a sole source basis, under the authority of 41 U.S.C 253(c)(1) and FAR Part 6.302-1(a) (2) "Only one responsible source and no other supplies or services will satisfy agency requirements;" with Engineered With Layton (EWL), PLC. EWL is to provide Construction Administration Services for the Urgent Care and Support Expansion Minor Construction project at the Salt Lake City, UT VA Medical Center. The project scope includes Phase I Project Solicitation and Support Services that will provide Architect-Engineer technical support during the solicitation of the construction project and Phase II Construction Administration Services to provide all technical support during the construction of the project. Phase II work will include attending project meetings, site visits, responses to Requests For Information and submittals, inspections, testing, and other duties. The VA has identified EWL as the only provider of the services to meet the requirements of this procurement, as they were the A-E (designer) of record for this project. EWL, as the designer of this project, thoroughly understands all aspects of the project and are the most capable of providing revisions to the drawings and specifications and responding to technical questions, submittals, and other issues regarding this project. The period of performance for Phase I is 120 calendar days and Phase II is 600 calendar days. This notice is neither a request for proposals nor a solicitation of offers; however, all responsible sources may submit a capability statement, which shall be considered by the agency. The capability statement shall include information of sufficient detail to demonstrate that they are able to provide Construction Administration Services for this project in support of the original design and construction support for the project.
