- The Naval Sea Systems Command will be conducting an Informational Meeting/Industry Day on the development of future ship integrated power and energy systems. This is a technical interchange meeting to inform the attendees of notional development plans and development status of the technologies that may be of interest associated with the demonstration of a Medium Voltage Direct Current (MVDC) shipboard electrical power and energy architecture as well as the enabling technologies. The Naval Power and Energy Systems (NPES) Technology Development Roadmap (TDR), signed by COMNAVSEA in 2015, concludes that future high energy weapons and sensors require electrical energy storage to operate effectively and to mitigate the negative effects on other ship systems. In order to incorporate the interests of multiple stakeholder organizations and facilitate the exchange of information, the Electric Ships Office, under its Executive Steering Group, has formed Combat Power and Energy Systems (CPES) Overarching Integrated Product Team (OIPT). This effort provides actionable recommendations regarding common, affordable, technically viable electric plant solutions (including documented interfaces) that integrate with and support future advanced high energy weapons and sensor systems for all surface ships. The CPES effort within the Navy intends to facilitate development and implementation of electrical power systems modifications to increase available shipboard electrical energy for both back fit and forward fit applications. It also looks at stored electrical energy that supports planned advanced weapons and sensor systems in ships. The 2015 NPES TDR recommends that an Integrated Power and Energy System (IPES) for future surface combatants be developed and demonstrated in the 2020-2024 timeframe. This IPES Advanced Development Model (ADM) would be a collection of advanced technologies that are integrated to de-risk the concepts identified as part of the CPES process. An IPES is described in the NPES TDR as an advanced power architecture that incorporates multi-use distributed energy storage as well as advanced controls and energy management. An IPES is an evolution of an Integrated Power System (IPS), specifically from that installed on DDG 1000. Changes from IPS on DDG 1000 range from system level improvements such as variable speed prime movers (to include a nominally 25 Megawatt (MW) Gas Turbine-Generator Set), utilization of energy storage, higher bus voltages, common intra-zone power conversion, improved electrical disconnects, advanced circuit protection, and cybersecurity and increased efficiency and performance leveraging industry's advancements in power conversion technology since DDG 1000 was designed. A design decision to pursue a 12,000 volt direct current (12 kVDC) bus voltage IPES ADM as an evolutionary step from DDG1000 to next generation surface combatants has been made. This proposed 12kVDC land based demonstration will have six key objectives: a. Demonstrating the performance of a MVDC system. b. Developing and validating IPES and component interfaces and specifications. c. Testing and maturing control system active power management and cybersecurity. d. De-risking integration of modular energy storage at the main distribution and/or zonal levels. e. Developing and validating interfaces with combat systems. f. Informing IPES and ship Concepts of Operation (CONOPS) capabilities and limitations. Presentations will be provided by DoD subject matter experts. Subsequent to the Industry Day, one-on-one meetings may be scheduled for direct industry feedback on the materials discussed. As this is not a solicitation, no attendee firm should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. Questions and conversation that appears to steer in this direction will be discouraged. Please limit attendance from each company to three individuals as the total attendance will be limited. Attendees must be US Citizens or Permanent Resident Aliens and must represent bona fide US Department of Defense (DoD) contractors as the presentation materials may include limited distribution information. Evidence in the form of a completed DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT) signed by both the DoD and Canadian Official will be required prior to registration. Registration will be confirmed via a responding e-mail and failure to register will prohibit admittance. Please provide the planned attendee's name, company, phone and e-mail address in addition to the DD 2345. Note: This is NOT a "bidders conference" and this announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for presentations, marketing efforts or data offered for examination; therefore the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. The Government intends to provide the presentation material and a list of attendees to the participants in the Industry Day. Date: Wednesday, August 3, 2016 Time: There will be two presentation sessions and four planned tours of the Navy's Land Based Test Site. Available times will be provided at time of registration and will be filled on a first come, first served basis. Every effort will be made to accommodate attendees' schedules, but it is not guaranteed that a preferred time will be available.
