Description

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Government intends to award the contract on a competitive basis after exclusion of sources; the anticipated award date is 7/01/2016. (ii) Solicitation number VA261-16-Q-0631 is assigned as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. (iv) This acquisition is a total Small Business Set Aside. The NAICS code is 541620 and the size standard is $15.0 million. (v) The contract line items are listed in the attached price schedule. (vi) The contractor shall provide, install, and maintain a potable water monitoring system at VA Livermore, CA in accordance with the attached statement of work and applicable specifications. (vii) The equipment shall be installed within 45 calendar days after Notice to Proceed; the base year performance period will be 12 months ARO. (viii) The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The provision 52.212-2, Evaluation-Commercial Items, does apply to this acquisition. The Government will award the purchase order resulting from this solicitation to the responsible contractor whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the firm submitting the lowest price technically acceptable quote. (x) Quoters are advised to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. (xi) The clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Addenda attached. (xii) The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Clause attached. (xiii) DOL Wage Determination 2005-2051, Revision 17, dated 12/29/2015, applies to this solicitation. All FAR clauses and provisions are available to be reviewed at: http://farsite.hill.af.mil/ (xii) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.
