- **The small business size standard is hereby corrected, the corrected information is as follows: The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 1250 employees. _____________________________________________________________________ This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 750 employees. AFRL requires 3 new QNT-200D radios. The QNT-200 is a two-channel software defined radio (SDR) with next generation networking capability designed for size, weight and power constrained applications that require reliable, high bandwidth, low latency, spectrum efficient networked communication. Through flexible, "on-demand" IP-based networking, the QNT-200 provides rapid delivery of information enabling real time decision making. It uses the IP-based dynamic TTNT waveform to maintain situational awareness of all nodes in the network and provides a highly efficient mesh networking capability. Weighing less than 5 pounds and at less than 100 cubic inches, the QNT-200 provides the latest in IP-based networking capability for most any application. The following items comprise the requirements: (QTY 3) P/N 822-3035-500 QNT-200D - Radio. Waveforms: TTNT, DSW Frequency range VHF 30 - 88, 118-152 MHz UHF 225 - 400 MHz L band 1350 - 1850 MHz Output power 5 Watts (V/UHF) 25 Watts (L band) Data rate 2 Mbps at 50 nmi 500 Kbps at 100 nmi (QTY 3) P/N 822-3138-001 GROUND MOBILE KIT Installation kits for multiple configurations. Includes interface controls, cooling, power for the QNT-200D. (QTY 3) P/N 822-3346-001 IOM-201 Network configuration for the QNT-200D. Provide interface to laptop, bridging, switching, and other programmable network control for the QNT-200D. Market research was performed, and no suitable alternative was identified. Competitors do exist, but lack the capability to simultaneously satisfy as many of U.S. Defense Advanced Research Projects Agency (DARPA) and Air Force Research Laboratory (AFRL)'s interoperability requirements and are only able to satisfy portions of the requirements. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the requirements including costs related to training, installation, software development, engineering, maintenance, and support. The Government intends to negotiate a sole source contract with Rockwell Collins, 400 Collins Rd NE, Cedar Rapids, IA 52498 This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 17 June 2016. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
