Description
Notice of Intent to Sole Source The Department of the Air Force, Air Force Installation Contracting Agency (AFICA) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, a non-commercial procurement with L-3 Communication Vertex Aerospace LLC (hereafter referred to as L-3). The objective is to continue the current services with L-3. Under the proposed procurement L-3 will provide services in support of 14 F-16A Block 20 Republic of China (Taiwan) Foreign Military Sales (FMS) Aircraft Maintenance and manage and execute Taiwan FMS Supply Warehouse functions necessary to support 21st Fighter Squadron (FS) Taiwan Pilot Training program, Luke AFB, AZ. The Taiwan Air Force owns the aircraft, support equipment, and tools. The United States Air Force provides the facilities and the utilities. Contractor personnel and facility clearances required is "SECRET". Internet and email capabilities are provided by the Government "For Official Use Only" business. The contractor is required to provide their own personal business internet and e-mail capabilities. The current contract includes the following services but is not limited to: 1. Perform Air Force Instruction (AFI) 21-101 Organizational (O-level): Aircraft General, Avionics, Electro-Environmental, Weapons, and Engine Maintenance with limited Intermediate (I)-level engine retained tasks functions. 2. Provide all recovery and repair of off-station and cross-country aircraft within North America. 3. Provide Taiwan F-16 Block 20 aircraft ferry en-route (Guam or Hawaii) support for 21 FS aircraft to/from Taiwan, if required. 4. Establish a proactive/effective Quality Control function. 5. Provide O-level Data Base Management and Plans, Scheduling, and Documentation functions. 6. Establish, perform and manage flight line support section functions. 7. Implement a Composite Tool Kit (CTK) program. 8. Establish a maintenance debrief function. 9. Provide services and effectively manage the Taiwan Foreign Military Sales (FMS) supply warehouse. Perform facility upkeep on Government provided 21 FS maintenance facilities, grounds, and work areas. 10. Ensure maintenance documentation is 100 percent accurate in the aircraft forms and Maintenance Information Systems. The follow-on competitive acquisition is in progress with an estimated award date November 2016. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal, or quotation no later than June 2, 2016, noon local time, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. The contractor's qualifications or nature of the acquisition requires the use of the authority cited in Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source, for the following reasons: •a. As the incumbent contractor, L-3 is the only contractor fully knowledgeable of the requirements and level of effort required to sustain the level of service needed to support the training mission at Luke AFB. Any other contractor would, of necessity, experience investment or start-up costs for this large operation, and the government would not recover these costs through competition of the bridge contract simply due to the short-term nature of the contract. Moreover, L-3's mobilization is limited to ensuring their employees are appropriately "re-badged" to reflect that they are performing under a new contract. •b. L-3 is the only company with the personnel, tools, equipment and material mobilized to perform these essential/mission critical services to Luke AFB. The mobilization time for the new contract is 30 days and since this action is occurring in significantly less time further demonstrates that no contractor, other than the incumbent, has the ability to perform. Thus, given the current time-line and anticipated short performance period, it is not practicable to bring in another contractor without creating a gap in performance resulting in stoppage of flight training at Luke AFB.
