Description
This is a Sources Sought Announcement and request for information only. This is not a Request for Proposals and does not constitute a commitment, implied or otherwise, that the Government will take procurement action on this matter. Requests for a solicitation will not receive a response. The Government will not be responsible for any cost incurred in furnishing information provided under this Sources Sought Announcement. Responses will assist the Government in determining potential responsible sources and to determine the technical capability of the domestic production base. 1. OVERVIEW The U.S. Army Contracting Command and the Aberdeen Test Center (ATC) are conducting a Sources Sought market survey to identify sources with the interest and capability to provide 37mm Powder Breech System that includes a long gun barrel to generate high velocities and all of the necessary parts required that connect to the gun barrel to fire projectiles used to test armor plate. The necessary parts include a breech that contains the propellant, the plug used to close off the breech, the propellant initiator and clamps used to hold the barrel and breech in place when the gun is fired. The gun will support two mission areas. The first mission is identified in MIL-STD-12235A that identifies 37mm projectiles for testing "H" wields in armor plate and the second is for a 20mm armor piercing projectile weighing approximately ½ pount to impact armor with an impact velocity of more than 6000 feet per second. This will be done using Sabots. 2. REQUIREMENTS 1. 37mm Rifled Barrel - 11' 6'' Long, 16 grooves, RH Twist, 1:28 Twist 2. 30mm Breech 3. Breech Plug 4. Firing Pin Cap for.30-06 blank initiator 5. Remote Firing Solenoid 6. 3.5'' Barrel Clamp Set The system shall be capable of producing a velocity of more than 6000 feet per second required by the test. The 37mm caliber identified in MIL-STD-12235A dictates the diameter of the gun bore. In order to develop the velocity specification required the longer barrel length and larger breech were determined to be necessary. 3. INSTRUCTIONS TO POTENTIAL RESPONDENTS - DELIVERABLES This is NOT a Request for Proposal. Companies that desire to participate in this sources sought are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to satisfy the requirements. The response should discuss the company's ability to adapt and/or provide existing technologies that have the required capabilities. Specifically, any interested companies are requested to provide the following information: 1) Name of Company 2) Business CAGE code 3) Point of contact and phone number 4) Size of Business according to North American Industry Classification System (NAICS) Code 332994) Other suggested NAICS codes for this program and your size classification based on these codes. 6) Company certifications (e.g. ISO-9001, ASI-9100, CMMI) 7) Would you propose on a potential procurement as a prime or subcontractor? 8) Information on whether the product is considered commercial in accordance with the quote mark commercial item quote mark definition found in Federal Acquisition Regulation (FAR) part 2.101. 9) Information on relevant similar products to the design that is projected to be proposed to include: a. Data sheets b. A description on why the product is considered relevant c. Any modifications that would be required to meet the technical requirements d. Total quantity of the item that has been produced and over what timeframe 10) Estimated lead time from date of contract award required to deliver finished product Comments on the above requirements are also welcome. Interested parties may submit their interest and ability to satisfy the Government's requirements to the point of contact listed below. These will be reviewed as they are received. RESPONSES ARE DUE NO LATER THAN MONDAY 1 June 2016. The Government reserves the right to close this Sources Sought Notice once it has received an adequate number of responses.
