- Reference is made to your Indefinite Delivery Contracts, Numbers W912QR-12-D-0006 thru W912QR-12-D-0011, Indefinite Delivery/Indefinite Quantity Contracts to Provide Environmental & Restoration Services Contract (ERSC) Services for a Broad Spectrum of Environmental Services for the Louisville District, and all of the US Army Corps of Engineers Mission Boundaries. NOTE: Only the contractors that hold a contract number listed above are eligible to submit on this project. Enclosed is a Performance Work Statement (PWS) for Site Investigation Activities related to potential soil and groundwater contamination for multiple locations at U.S. Garrison Detroit Arsenal (USAG-DA) in Warren, MI. The Corps of Engineers will be issuing a task order using Firm Fixed Price procedures for this project on the referenced contract. The basis of award is lowest price. Please submit pricing in accordance with the enclosed Price Breakout Schedule. NOTE: The Government will not be paying for any proposal preparation costs associated with this project. All questions regarding this Request for Proposal (RFP) must be submitted via ProjNet. The website to access this system is www.projnet.org. The Bidder Inquiry Key for this specific project is: PU9VR5-KH7Z5X. Government responses will be limited to: (a) Notice that an amendment will be issued; (b)Reference to an existing requirement contained in the solicitation; (c) Notice that a response is not necessary. The ability to enter technical inquiries and questions relating to proposal procedures or bonds will be disabled five (5) days prior to the proposal due date. No Government responses will be entered into the ProjNet system within two (2) days prior to the proposal due date stated in this letter. Wage Determination No. 05-2273, Revision 18, dated 05 January 2016 is attached and must be adhered to as part of this proposed task order. Proposals are due no later than 27 June 2016 by 10:00 AM ET. Submit your proposal by e-mail to Justin.K.Bennett@usace.army.mil. Proposals not received by the stated date/time will not be considered. If you have contractual questions, please contact Justin Bennett at (502) 315-6203. If an Offeror believes that the requirements in the RFP contain an error, omission, or are otherwise unsound; the offeror shall immediately notify the Contract Specialist in writing with supporting rationale. The Offeror is reminded that the Government reserves the right to award this RFP based on the initial proposals, as received, without discussion.
