- SGFP Conference Agenda Integrated Master Schedule (IMS) PWS 16-70386 Product Drawings/Models and Associated Lists CDRL Technical Manual Contract Requirement (TMCR) Trip/Travel Report Design Data and Calculations Engineering Change Proposal Notice of Revision Technical Report-Study/Services Prototype Test/Inspection Report Conference Minutes RFP FA8519-16-R-0005 Prototype Test Plan TM-86-01P MHU196 Contractor's Progress, Status and Management Report THIS IS A SOLE SOURCE ACQUISITION TO MERC SEE FA8519-16-R-0006 FOR SYNOPSIS This acquisition is for engineering services required to provide a solution for the engagement force system and implementation of user evaluation feedback on the MHU-196A/M trailer. These services are hardware and software changes to the configuration baseline. The government intends to issue a cost reimbursement no fee Task Order against the Mercer Engineering Research Corporation (MERC) Basic Ordering Agreement (BOA) FA8509-12-G-0001 for the services described herein. The applicable NAICS is 541330 and the contemplated Period of Performance is twelve (12) months. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(3), as implemented by FAR 6.302-3(a)(2)(ii) states "Industrial Mobilization, Engineering, Developmental, or Research Capability, or Expert Services." The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3 (a)(2)(ii) states "full and open competition need not be provided for when it is necessary to award the contract to be provided by an educational or other non-profit institution or a federally funded research and development center." The estimated award date is July 2016.
