Description
A. This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. As information obtained from this announcement will potentially be utilized to help develop the Government acquisition strategy (including, but not limited to, tenability of a small business set-aside), it is paramount that interested parties fully respond. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses. B. Interested contractors shall provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work/products described in section E of this announcement. The capabilities statement must contain: (a) Company name (b) Is your company the provider of the service? (c) Is your company providing the service by a small business? (d) Does your company provide these services on a NAC, GSA FSS type contract? (e) Address (f) Point of contact (g) Phone, fax, and email (h) DUNS number (i) Cage Code (j) Tax ID Number (k) Type of small business, e.g. 1. Services Disabled Veteran Owned small Business 2. Veteran- Owned Small Business 3. 8(a), HUB-Zone 4. Women Owned Small Business 5. Small Disadvantaged Business 6. Small Business HUB-Zone Business 7. Small Business (l) Cost estimate (m) Service information (n) Delivery information C. The Government will not reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition has been determined to be 721110 HOTELS (EXCEPT CASINO HOTELS) and Motels with a size standard of 500 employees. ? D. Notice to Notice to Respondents: All respondent who provide goods or services to the United States Federal Government shall be registered in the System for Award Management (SAM): www.sam.gov. It is important that all respondents have accurate and complete Representations and Certifications within its SAM profile. In order to be considered a Service Disabled Veteran Owned Small Business or Veteran Owned Small Business for procurements within the Department of Veterans Affairs, businesses must be verified by the VA Center for Veterans Enterprise and listed within the VetBiz Registry: http://vip.vetbiz.gov. E. Statement of Work for Resident Housing: Services for housing of Drexel residents (Ophthalmology and general surgery) is required to enhance the current care delivered at the Wilkes-Barre VAMC and improve access for our Veterans. We also have an educational mission and housing will allow for Graduate Medical expansion at our facility that will enhance the care provided. Drexel is located > 50 miles from our facility and it is not within commutable distance. This expansion will improve recruitment and retention of physicians. Scope: The contractor shall provide 3 furnished 1 bedroom or studio units (inclusive of cost of utilities, wi-fi, basic cable, and garbage removal) each for a 12 month period to accommodate 3 residents from Drexel that will rotate every 2-4 months based on specialty. The starting date will be July 1, 2016 with an end date of 6/30/2017. The housing will need to be within 10 miles of the Wilkes-Barre VAMC. It will need to have an area available to prepare food (to include a stovetop, oven, microwave, and refrigerator). Linens, cookware, and cleaning supplies will be provided by the resident. Cleanliness will be the responsibility of the resident. The quarters must include a private bathroom and at a minimum a double bed. The quarters will need to be nonsmoking and each room needs to contain at least 1 parking space.
