- This is a synopsis/pre-solicitation notice for non-commercial services as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) seeks to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to Temple University of the Commonwealth System of Higher Education, 1801 N. Broad Street, Philadelphia PA 19122, for educational and training services in support of the 2016 Science, Technology, Engineering and Mathematics (STEM) Pre-College Leadership Experience. The Government intends to make an award in FY2016. The purpose of this procurement is to focus on STEM initiatives aimed at underserved/underrepresented and minority communities of the Philadelphia-area at middle school and the rising-9th and 10th grade levels who have heavy interest in STEM including past Navy camp programs, students from military schools or from military families. Tasks are centered on a four-week camp consisting of 1) Math Concepts, 2) Real World Science, 3) Science Literacy, and an 4) Applied STEM Project. The Contractor will be required to coordinate and work with the School District of Philadelphia and the Navy Recruiting District, Philadelphia to identify and process enrollment, develop application criteria and assist in the review and rating of applicants. The required period of performance for the services is 01 July 2016 through 31 December 2016. The NAICS Code for this procurement is 611430 with a size standard of $11M. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-3. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
