- Exhibits Request for Quotations/Solicitation Combined Synopsis/Solicitation Solicitation Number: W9127N-16-Q-0002 Synopsis: The US Army Corp of Engineers (USACE), Portland District is issuing a Request for Quotations(RFQ) for the procurement of contractor supplied labor, materials, and equipment to inspect, service, and certify for use six existing installed Horizontal Life Line (HLL) systems at the Lost Creek Lake Powerhouse and Intake Tower in Jackson County, Oregon. All HLL's are SOLL Xenon systems. USACE is not in possession of any original design calculations. Drawings are available for the exterior HLLs installed on the intake tower and the powerhouse. No drawings are available for the HLLs near the Bridge Crane and interior to the powerhouse. Onsite activities are to be documented and provided as a professional, formal report. The report, at a minimum, shall identify all inspection activities, corrective actions, and the party that conducted those activities and actions. Lost Creek Dam is located approximately 8 miles northeast of Trail, Oregon. This solicitation will be a total small business set-aside under NAICS 541990 with a size standard of $15,000,000. The Government anticipates awarding one Firm-Fixed-Price services contract. The Period of Performance is anticipated to be three months from notice-to-proceed. Evaluation of Quotes shall be by using the Lowest Price Technically Acceptable process. The award will be made on the basis of the lowest evaluated price proposal meeting or exceeding the acceptability standards for non-cost factors. The following factors shall be used to evaluate offers: Factor 1 - Recent Relevant Experience Factor 2 - Past Performance Factor 3 - Qualified Fall Protection Person Factor 4 - Authorization to Service SOLL Horizontal Lifelines The Request for Quotations is attached to this notice. Submission requirements are outlined within the solicitation Section L. Evaluation Factors for Award are outlined within solicitation Section M. In order for a quote to be considered responsive, the offerors must submit the required solicitation information electronically to Ryan.S.McClimon@usace.army.mil no later than 2:00 pm local time 27 June 2016. Electronic submission is required; however, if the offeror prefers to submit their quotes via mail or common carrier, the shipping address is listed below.
