- NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source Purchase Order under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available" for the Radio Frequency Spectrum Management Office under Code MR who are needing a quantity of six each of the following items: P/N: MS27101A, Remote Spectrum Monitor, Half-rack (must have ONE frequency option); P/N: MS27101A-0001, Option 1, Bracket Kit; P/N: MS27101A-0706, Option 706, Frequency Range 9 kHz to 6 GHz with all items to come with a Standard 3 year warranty; to Anritsu Company, 490 Jarvis Dr., Morgan Hill, Ca., 95037-2809. Justification is based upon the following facts: 1. Anritsu Company developed and owns the exclusive proprietary hardware and software for this product and is the only vendor qualified to provide the software and technical support. 2. There are no other products available that perform the same function as the Anritsu Company hardware and software. In addition, time constraints and extensive costs for the replacement of this hardware and software would jeopardize mission schedules. These reasons justify procuring the required services exclusively from Anritsu Company. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. PT on June 13, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
