Description
100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) SET-ASIDE The Department of Veterans Affairs (VA), Network 23 Contracting Office (NCO 23), on behalf of the Minneapolis VA Health Care System, posts this pre-solicitation notice to inform all interested parties of an upcoming requirement to renovate and repair the exterior of the Fisher House Building located at One Veterans Drive, Minneapolis, MN 55417. The SDVOSB contractor shall furnish all labor, tools, equipment, materials, coordination and supervision to complete all work to include in accordance with the Statement of Work (SOW), project drawings, all applicable building codes and specifications. The final SOW, project drawings and specifications will be published with the actual solicitation. At this time, it is known that the work may include but is not limited to the following: but not limited to, the following: -Acid wash all areas of the building retaining wall (protect all ground vegetation from damage from acid washing, remove all vegetation from the wall that would impede with accessibility to acid washing the wall). -Seal all PCC items (to include PCC spindles, PCC top and bottom caps, and PCC pergola posts. Clear penetrating concrete sealer to be applied to all PCC items. Prepare and seal surface per manufacturer's recommendations.) -Horizontal PCC Bottom Cap (Grind out ¾" to 1" of mortar and replace with appropriate backer rod and joint sealant. Clean joint of all dust and debris before continuing work. Seal joint with product applicable for outdoor application (waterproofing and cold temperature) and for the building materials that it will be adhered to. Install weep rope approximately every 8 LF (horizontally) to allow for proper venting of the retaining wall. -Every effort must be made not to damage the lawn, trees, plants and sidewalks while moving around the work site. Any damages vegetation will be repaired or replaced at the contractor's expense. -OSHA guidelines must be followed for any work performed above 6 feet. All employees must wear the proper personal protective equipment while working on VA premises. Failure to follow OSHA safety guidelines will result in an immediate stoppage of work. -Contractor is responsible for verifying all measurements. Reference drawings may not be accurate. -Horizontal PCC Top Cap (Grind out all mortar seams between top caps and replace with appropriate caulk seam. Clean joint of all dust and debris before continuing work. Caulk joint with product applicable for outdoor application (waterproofing and cold temperature) and for the building materials that it will be adhered to. -PCC Spindles (Remove and replace 1 spindle with new identical PCC spindle. Spindle shall be installed in a similar manner as existing spindle. Basis of design - PCC Balustrade Design by Sandstone Inc - BL-06. Any spindles removed that are in acceptable condition, shall be returned to the VA as government owned property to be used as spares in the future. Spindles damaged beyond reuse shall be disposed of by the contractor. Replace any PCC Top Caps that are damaged during spindle removal process. PCC Top Rail by Sandstone Designs by Sandstone Inc - WC-38. -Square Pilaster (Remove and replace 1 square pilaster with new identical PCC pilaster. Pilaster shall be installed in a similar manner as existing pilaster. Replace any PCC Top Caps that are damaged during spindle removal process. -Sidewalk/Wall Intersection (Remove and replace all caulk joints with new caulk.Clean joint of all dust and debris before continuing work. Caulk joint with product applicable for outdoor application (waterproofing and cold temperature) and for the building materials that it will be adhered to. Remove vertical mortar seam approximately every 8 LF between bottom course of brick to install cell vent to allow for more efficient moisture wicking. Cell vent basis of design - MasonPro - Cell Vent). -Pergola support posts (Remove and replace five (5) support posts with similar appearance. 4" steel post shall not be removed during demolition. Seal with product described above. Basis of design for this product is Chadsworth Incorporated - Polystone Composite column). The solicitation will be 100% set aside for Service disabled Veteran Owned Small Business (SDVOSB).The SDVOSB must be a General Contractor company with an approved NAICS Code of 236220, Size Standard $36.5 million. The estimated magnitude of construction cost for this project is between $25,000.00 and $100,000 with a completion period of 95 calendar days after receipt of notice to proceed. NOTICE TO PRIME (GENERAL) CONTRACTORS: Prior to and at the time of award the SDVOSB must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM and be registered/certified as a SDVOSB firm on the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, by registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the "Register to Receive Notification list" at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL SITE VISIT: A Pre-Proposal site visit will be held. Information regarding the site visit will be contained in the forthcoming solicitation, in the event one is issued. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Lowest Price, Technically Acceptable method IAW FAR Part 15. Offerors are advised award may be made without discussion.
