- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst P-8A Support Equipment team, under the PMA-290, P-8 Industrial Capability Program, intends to procure P-8A Hose and Line Test Stands (HALTS), to include program management, systems engineering, configuration control, fabrication, integration, testing, production, acceptance, technical, and logistics support efforts for the P-8A HALTS. The P-8A HALTS provides a means for hydraulic and pneumatic pressure testing of aircraft hose and tube assemblies of various lengths and sizes. The maintenance concept of HALTS is to enable the fleet to operate, service and maintain the end item at the Intermediate level (I-Level) shop in accordance with the Naval Aviation Maintenance Program, with commercial depot support for items beyond capability of organic maintenance. The hydraulic and pneumatic test equipment procured under this contract shall meet the following requirements: • The HALTS must be a hydraulic/pneumatic test stand. • The HALTS must operate on Skydrol PE-5 hydraulic fluid. • Main system pressure: The HALTS must have a main system pressure control and display that allows the operator a means to limit the pressure delivery of the HALTS. • The HALTS must operate on 115 VAC, 60 hertz electrical power per American National Standards Institute C84.1-2006. • Low hydraulic pressure circuit: o The HALTS must have the ability to test at pressures between 0-250 Pounds per Square Inch (PSI), controllable in increments of no more than 5 PSI increments, and flows between 0-5 gallons per minute (gpm), controllable in 0.5 gpm increments or better. o Low pressure Hydraulic System Port must be #12 (3/4") AN fitting. o The low pressure circuit must be independently controlled. • Hydraulic static pressure circuit: o The HALTS must have an adjustable pressure circuit with a hydrostatic pressure of zero to 15,000 PSI gage. o Hydraulic Static Port should be #4 (1/4") AN fitting. • Pneumatic static pressure capability: o The HALTS shall provide a pneumatic static test circuit capable of producing adjustable pressure starting at zero and up to a pressure of 20,000 PSI. o Pneumatic static port must be -4 (1/4") AN fitting. The P-8A HALTS contract will be a two-year Competitive Firm Fixed-Price contract, set aside 100% for Small Business. The P-8 Program intends to procure a quantity of one (1) HALTS First Article Test Unit, and seven (7) HALTS Production Units to stand up I-Level maintenance shops for the life of the P-8 Program in order to test hydraulic and pneumatic hoses and tubes, as well as an OPTION quantity of up to five (5) HALTS Production Units to add supplemental sites or provide HALTS to Australia, if required. The solicitation and applicable attachments will be posted to the Federal Business Opportunities webpage on or about 15 July 2016. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. It is mandatory for offerors to register with the System for Award Management (SAM) database with its associated DUNS (Data Universal Numbering System + 4 number) and CAGE (Commercial and Government Entity) code required to conduct business with the Department of Defense.
