- The United States Air Force through the Air Force Sustainment Center (AFSC) at the Oklahoma City Logistics Center (OC-ALC) is contemplating procuring Seal, Metallic, Aircraft for F100-PW-100/200/220/220E/229. This is a Critical Safety Item. The Line Item cited below is for a non-commercial, Firm Fixed Price (FFP), Three year Indefinite Delivery, Indefinite Quantity (IDIQ) Basic Contract. First Article requirements apply. This requirement is anticipated to be competitive. 1.Estimated Solicitation Issue Date & Estimated Closing/Response Date: 23 Jun 2016, Closes 25 July 2016 2.RFP#: FA8121-16-R-0026 3.PR#: FD2030-16-01157 4.Nomenclature/Noun: Seal, Metallic, Aircraft 5.INPUT NSN: PN: 2840-00-343-8336NZ 4032669 6.AMC: 1/C 7.Application(Engine or Air Craft): F100-PW-100/200/220/220E/229 8.History: Last awarded FA8121-15-M-0015 on 21 Sep 2015. 9.Description: F100-PW-100/200/220/220E/229 Seal, Metallic, Aircraft is 5.375"L x 2.0"W x.375"H and weighs 2.0lbs. Quantity: Year 1 BEQ - 241 ea. Year 2 BEQ - 107 ea. Year 3 BEQ - 99 ea. Contract Minimum Quantity 37 ea. Contract Maximum Quantity 671 ea. Delivery 35 units per month. After receipt of delivery order. Early delivery is acceptable. 10.Destination: SW3211 11.Set-aside: This acquisition is not set-aside for small business. 12.Current Approved Sources: WGI INC. Cage Code: 23837 United Technologies Corporation Cage Code: 52661 13.Export Control: Data is export controlled. The solicitation/procurement data list is approved for release only to U.S. DoD contractors who are registered and certified with the Defense Logistics Information Service (DLIS). Submission of DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation is required as specified in the International Traffic in Arms Regulation (ITAR), 22 CFR Sections 121 through 128. Foreign contractors cannot participate as prime contractors. 14.IUID: If unit price exceeds $5,000, then UID requirements will apply. 15.Qualification Requirements: Sources must be qualified prior to being considered for award. To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed as a possible source for future awards. 16.Mandatory Language: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
