Description
NAMRU-6 in Lima Peru is seeking sources to provide for consultancy and implementation of HCAI Surveillance network in three South American Countries Peru, Dominican Republic, and Honduras. The proposed contractual action is to provide training, implement validated and non-biased epidemiological surveillance of HCAIs and collect strains from participating sites. The purpose of this contract is to provide training on validated and non-biased epidemiological surveillance of HCAIs, and infection control at participating sites, in collaboration with the site health care workers implement a surveillance of HCAIs using an electronic tool to capture epidemiological and clinical data of nosocomial pathogens and coordinate the collection of HCAI strains at participating sites. Countries in Latin America does not have a robust capabilities for surveillance of HCAIs, this contract will serve to scaling up our ongoing project of surveillance of HCAIs in Peru to develop a network in Latin America and obtain robust and accurate epidemiological, clinical and molecular information of pathogens causing HCAIs and fill the gap knowledge in antimicrobial resistance in Latin America. If capable sources are not identified through this notice, then NAMRU-6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to International Nosocomial Infection Control Consortium (INICC) located in Buenos Aires, Argentina. The INICC is so far the only qualified organization in Latin America that can meet the requirements to develop a HCAI Surveillance Network. INICC led and funded by Dr. Victor Rosenthal, has developed a network of 66 countries at the 6 World Health organization (WHO) regions, during the last 20 years, collecting both aggregated and individual epidemiological and clinical data of HCAIs. Dr. Rosenthal has built a relationship with collaborators at all sites and each has a designated coordinator who ensures accomplishment of INICC activities. Primary objective of INICC is: (1) Create a global network in order to join efforts to reduce rates of HCAIs, their attributable mortality, bacterial resistance, length of hospital stay, and extra cost, and secondary objectives are as follows: (2) Standardize healthcare-associated infection surveillance, definitions and methodology, (3) Collaborate in the development, adaptation, promotion and edition of local guidelines for the control and prevention of HCAIs, (4) To enhance safety and quality of health care in every healthcare facility (5) To optimize antimicrobial use for prophylaxis or treatment, (6) To stimulate, support, guide and advise on the development of research projects aimed at reducing HCAIss (7) To train healthcare workers in order to improve their skills for scientific research, (8) To foster relevant scientific evidence-based literature for the surveillance, prevention and control of HCAIs and (9) To design and coordinate scientific research studies in order to analyze the clinical and cost effectiveness of proved or new infection control interventions. Dr. Rosenthal is a specialist in Internal Medicine and Infectious Diseases in Buenos Aires. He holds an Infectious Diseases fellowship at the University of Wisconsin. He is a graduate in Clinical Effectiveness, from Harvard University. He is certified on Infection Control and Hospital Epidemiology. Dr. Rosenthal is the founder and chairman of the International Nosocomial Infection Control Consortium (INICC), a nonprofit international research center which focuses on Healthcare-Associated Infections, leading 3,000 researchers in 500 cities in 66 countries, of the 6 WHO regions, among many others, conducting a prospective cohort multinational study with more than 300,000 patients hospitalized at Intensive Care Units worldwide. He has collaborated with Center for Diseases Control and Prevention (CDC) on international infection control programs. He is Coauthor of Joint Commission International Guidelines to prevent Central line associated blood stream infections. He is a Task Force Member and Reviewer of the Infection Control Guidelines for the World Health Organization (WHO). He has collaborated with edition of the Infection Control Guidelines of Argentina, Brazil, Colombia, Peru, Hong Kong, Taiwan, China and several other countries. He is an editorial board member and scientific reviewer of several international peer reviewed journals, such as "Lancet", "American Journal of Infection Control (AJIC)"; "Infection Control and Hospital Epidemiology" (ICHE); and several others. Being an author of more than 400 scientific publications and book chapters worldwide, Dr. Rosenthal has received several awards granted at different international scientific meetings, including SHEA, APIC, IFIC, Pan American Meetings, and others. Dr. Rosenthal was a speaker in more than 5,000 conferences and symposiums in more than 100 countries, at the five continents, during last 28 years. This sources sought notice is not a request for competitive proposals and no solicitation document exists for that requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management, technical data and cost information, in sufficient detail and with the convincing evidence that clearly demonstrates the capability to perform the required work. Capabilitiy statements shall not exceed 5 (8.5 x 11 inch) pages using font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determening whether to conduct a competitive procurement or to proceed with a sole source contract. Capability Statements are due by 12:00 AM EST 26 June 2016.
