Description
Fleet Logistics Center Yokosuka (FLCY), Japan is seeking information concerning the availability of capable contractors to provide depot level support for the H-60 Integrated Maintenance Plan (IMP) and unscheduled, on-site repairs for United States Navy MH-60R/MH-60S aircraft stationed aboard Naval Air Facility (NAF) Atsugi, Japan. FLCY is seeking information concerning the availability of contractors to provide non-personal service for aircraft depot level maintenance. This Sources Sought is an attempt to locate businesses experienced in aircraft maintenance service that express interest in performing these requirements. This Sources Sought should not be construed as a formal solicitation or an obligation on the part of the Government of the United States to acquire any parts or services. Any information provided to the Government is strictly voluntary and at no cost to the Government. Any formal solicitation will be announced separately. The Government is only interested at this point in identifying interested and capable contractors for this service. The tentative solicitation date will be in 4th Quarter CY2016 with award scheduled for 4th Quarter CY2017. The Contracting Officer, Kurt Dronenburg, will post information concerning this solicitation as soon as it becomes available. Below is some basic information and requirements of this proposed solicitation. Proposed Firm Fixed Price (FFP) contract for one base year and four or more option years. Approximately nine (9) MH-60R/MH-60S aircraft to be inducted per year for depot level maintenance. Meet Depot Turn-Around-Time (TAT) of 120 calendar days for Planned Maintenance Interval-1N (PMI-1N) and 135 calendar days for PMI-2N. Ability to accept, transport, perform MH-60R/MH-60S aircraft depot event and return aircraft to NAF Atsugi within the required TAT. The Government will not provide transportation or ferry the aircraft to/from the contractor ™s facility. Ability to perform depot maintenance at contractor facility, and some work at Government facilities or other sites. Contractor ™s repair facilities must meet the following criteria: oRepair hanger capable of supporting five (5) MH-60R/MH-60S aircraft simultaneously undergoing the depot level maintenance and all required common support equipment, tools, and environmental support equipment. oAutomatic hangar fire suppression system (overhead water sprinkler system as the minimal acceptable system). oPaint stripping, priming and painting capability acceptable for MH-60R/MH-60S aircraft depot level requirement. The current requirement for stripping is Plastic Media Blast (PMB). Depot level maintenance tasks/actions are those requiring major overhaul or complete rebuilding, remanufacturing, or modification of parts, assemblies, and end items, including support equipment; additionally the incorporation of airframe changes and technical directives in accordance with IMP Specification and applicable maintenance manuals for H-60 are required. There is no known requirement for the contractor to perform the Functional Check Flight of the aircraft as part of the depot event at this time. Current program limitations prevent over ocean transit flights exceeding 100 nautical miles. Comments and information on the following are requested: (1)Company name, point of contact, telephone numbers, e-mail address, company Cage Code, and DUNS; (2)Approximate annual gross revenue for past five (5) years (if available); (3)Provide information you feel would indicate your capability to mobilize, manage and finance a contract of this size; (4)Describe any commercial sector or Government contracts you have performed for similar combined services [if applicable]. The Government is under no obligation to consider information received after the due date as part of the formal market research for this acquisition. The Government is tentatively planning for an Industry Day at a date to be determined in August or September 2016.
