- NAVSUP Fleet Logistic Center San Diego-Seal Beach Detachment intends to issue a sole source purchase order in accordance with FAR part 12 and Part 13 to Fugro Pelagos, Inc. 3574 Ruffin Rd. San Diego, CA. 92123. The proposed contract action is for the Phantom Remotely Operated Vehicle (ROV) Systems, the WinFrog integrated navigation system is required to integrate all ship and ROV navigation systems (ship compass, ROV compass, Ultra Short Baseline (USBL) acoustic navigation and tracking system, ROV depth transducer, and ship echo sounder). NAVFAC EXWC, Pt Hueneme Ca. The government intends to solicit and negotiate with only one source under the authority of Section 4202 of the Clinger-Cohen Act of 1996 and as implement under FAR 13.106-1(b)(1). The WINFROG System is proprietary software program that was developed by Fugro Pelagos, Inc. The software is maintained, modified, and updated by Fugro Pelagos, Inc. The integrated navigation and tracking information is used for real-time display of the ship, ROV and seafloor resting hardware during the undersea operations, and for data recording to document the details of ship, ROV and hardware movements made (tracking) during undersea operations (input to final report). The WinFrog system is critical for the successful completion and reporting of all subsea work performed by the Phantom ROV system. Thus, the procurement of one system is required for technical, training, comparative, economical reasons and meeting customer/sponsor requirements. Sole source reason for WinFrog is the preferred solution because as stated above the technical and productivity characteristics make WinFrog the most cost effective choice and is the industry standard for this used with the WinFrog software worldwide. One WinFrog system is requested is to maintain real time navigation for future projects.. Accordantly, market research indicates that Fugro Pelagros, Inc. is the only company in the USA who provides this software. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail to janet.nunez@navy.mil requests must include company name, address, and POC name telephone number. CAGE code, DUNS number, NAICS code, application business size and tax ID number. Responses are due by July 20, 2016, 8:00 AM, Eastern Standard Time. If no responses are received, FLCSD-SEAL BEACH will proceed with the sole source award.
