- Notice of Contract Action (NOCA) Notice of Contract Action (NOCA) - Battle Control Systems Sustainment (BCSS) The Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Battle Management Directorate, Theater Battle Control Division (AFLCMC/HBDK) Hanscom AFB, MA anticipates awarding a contract modification to Thales Raytheon Systems (TRS) to extend BCSS contract FA8722-10-C-0001 six (6) additional months through 31 January 2017. This extension will provide continued Contractor Logistics Support (CLS) to the BCSS program system until a competitive award for CLS can be made. The Battle Control System-Fixed (BCS-F) supports Homeland Defense by providing surveillance and control for the North American Aerospace Defense Command (NORAD) Area of Operations and enabling warning and assessment of aerospace attacks and response against air attack. BCS-F will process, integrate, display, and distribute data from sensors, data links, and other C2 agencies to maintain situational awareness and support air sovereignty operations. Thales Raytheon Systems is the originator for the BCS-F system. This NOCA does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach; the Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice.
