Description
NASA HQ intends to award an order to the Institute for Defense Analysis (IDA) against its Indefinite Delivery Indefinite Quantity contract numbered NSF OIA0408601 for a three month period. IDA manages the Science and Technology Policy Institute (STPI) which is a Federally Funded Research and Development Center (FFRDC). STPI/IDA is uniquely qualified to do such work as it has access to privileged information and has no stake or vested interests in the information obtained as an FFRDC. The organization is inherently aligned for such work. NASA HQ seeks an independent study of current small satellite technology developments to determine the appropriate focus for NASA's Small Spacecraft Technology Program (SSTP) investments. The study will be focused on STTP's current investments and potential future investments. The findings will be collected and analyzed for trends, variations, lessons, and etc. Once analyzed, the findings will be used to shape NASA's policies and practices associated with small spacecraft R&T. This requirement will be pursued in accordance with FAR 6.302-3(a)(2)(ii), "to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center". The use of this authority is appropriate when it is necessary to establish or maintain an essential capability for theoretical analyses, exploratory studies, or experiments in any field of science and technology. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing (via email) to the identified point of contact not later than 4:30 p.m. EST on July 7, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
