Description
a. This is a synopsis to be used for preliminary market research purposes only in accordance with FAR 5.2. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis. b. The purpose of this synopsis is to make notice of a proposed contract action. c. Description of Project: The U.S. Army Corps of Engineers Europe District intends to issue a Request for proposal (RFP) W912GB-16-R-0036 with intent to award one (1) Firm-Fixed-Price (FFP) contract for the design and construction of an IDP school building and heating building in Lachin, Baku, Azerbaijan. The project includes the design, demolition, fabrication, delivery, installation and construction of a fully functional, turnkey type facility. d. The estimated magnitude of this Contract action is between $500,000.00 and $1,000,000.00. e. Anticipated Award Date: The contract is anticipated to be awarded in the 4th quarter of FY16. Responding to Synopsis: Potential offerors responses to this synopsis shall be limited to five (5) pages and shall include the following information: -Offeror's names, address, point of contact, phone number, and email address. - Offeror's Cage Code and DUNS number. - Offeror's interest in participating in the solicitation when it is issued. -Offeror's capability to perform a contract of this magnitude and complexity (include offeror's experience with comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project). No more than three (3) examples shall be provided to review. Offeror's shall either have the in-house capability to work in the country noted above, or discuss what arrangements (e.g. teaming arrangement, joint venture, etc) it has or will put in place to perform the work in the country specified. Interested potential offeror's shall respond to this Synopsis no later than 1500 hours (CET) on 05 July 2016. All interested potential offeror's must be registered with the System for Award Management (www.sam.gov) to be eligible for award of Government contracts.
