Description

Description of requirements document ****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with American Meteorological Society, Inc. (AMS). ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) National Centers for Environmental Information (NCEI) in Silver Spring, Maryland and its need for printing of scientific articles, the Explaining Extreme Events report, and the annual State of the Climate Report in journals published by the American Meteorological Society (AMS). With regard to the Explaining Extreme Events and State of the Climate reports, the publisher will also provide mailing services as these reports are published as supplements to an issue of the Bulletin of the AMS. AMS publishes the preeminent journals in the fields of meteorology and climatology. NCEI's continued utilization of AMS journals for publication is vital to its continued recognition as the trusted source of state-of-the-art climate and historical weather data and information. In the case of the annual State of the Climate Report and Explaining Extreme Events, including coupled mailing services, there is no adequate substitute to using AMS. AMS is the only one source available for the publication of papers in AMS' journals and AMS is the only one source available as the publisher of the annual supplements entitled "State of the Climate" and Explaining Extreme Events." Period of Performance: Date of award for one year ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
