Description

NOTICE OF PROPOSED CONTRACT ACTION: In accordance with FAR Subpart 5.2, this notice is provided for information purposes only. The Strategic Acquisition Center in Frederick, MD (SAC-F) intends to negotiate a non-competitive award (Firm-Fixed Price (FFP) sole-source) with Sungard Availability Services, LP ("Sungard AS") using Simplified Acquisition Procedures for the procurement of Work Area Recovery Services to address the FSC's requirement for alternate workspace to resume employee productivity at time of disaster. SCOPE OF WORK: The Financial Services Center requires location-based services that will ensure the FSC is capable of providing continuity of services for its operations, including alternate workspace for FSC personnel and tenants, in the event the building located at 7600 Metropolis Drive, Austin, TX 78744 is damaged or otherwise cannot be occupied. The alternate workspace shall be located more than five miles from, but within a 50-mile radius of, 7600 Metropolis Drive, Austin, TX 78744. The contractor shall provide all services, equipment, facilities, and materials to ensure continuity of operation services are provided within configuration and performance standards. A location capacity of 250 furnished workstations shall be available 24 hours/day, 7 days/week, and 365 days/year. The anticipated period of performance consists of one, 12-month base period, including four, 12-month option periods. STATUTORY AUTHORITY: The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." THIS SPECIAL NOTICE IS NOT A SOLICITATION or request for competitive offers, quotations or proposals. It does not constitute a commitment or an obligation by the Government. No solicitation package is available. In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested parties must provide evidence of their capabilities to fulfill the requirement within fifteen (15) calendar days after date of publication of this notice to Tamara Dean, Contracting Officer, at Tamara.Dean@va.gov with a copy to Jacky Jean-Jacques, Contract Specialist, at Jacky.Jean-Jacques@va.gov. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
