Description

IGF::OT::IGF Big Bend National Park; Replace Booster Pumps, all work to be performed under a single contract per the attached scope work. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued as Request for Quotation (RFQ) P16PS01837. This RFQ incorporated provision and clauses in effect through Federal Acquisition Circular 2005-78. This acquisition is reserved exclusively for small business concerns. The estimated price range is between $25,000 to $100,000. The NAICS code for this acquisition is 238990 and size standard is $15 million. It is the contractor's responsibility to be familiar with applicable clauses and provisions. This Acquisition shall result in award of a firm fixed price contract. SUMMARY OF WORK PART 1 GENERAL 1.1 DESCRIPTION A. The work of this contract consists of the replacement of a duplex pressure booster pump set. More specifically: Demolition and removal of the existing pressure booster pumps, hydro pneumatic tank, air compressor, plumbing, wiring, and control panels. Installation of a duplex, 3HP, pre-plumbed booster pump set including associated plumbing, wiring, and controls. Installation of two, 40 gallon, diaphragm, pressure tanks. Installation of a manual generator transfer switch and generator chord receptacle. Constructions of an interior partitions, door, modification to the lighting controls, to create an additional storage area. B. All work will be performed under a single contract. 1.2 LOCATION A. This project is located at the Panther Junction housing area of Big Bend National Park. The pump house is located at the beginning of Panther Lane Road. B. DIRECTIONS: Big Bend National Park is located in southern Texas, bordering the nation of Mexico. To reach Panther Junction travel south on high way 385 from Interstate 10 or Highway 90. Panther Junction is located at the southern end of high way 385 which is labeled ¿Main Park Road ¿ within Big Bend National Park. Alternatively, Panther Junction may be reached by traveling south on highway 118 from Interstate 10 or Highway 90. Follow highway 118 (which becomes Panther Junction Road and Gano Springs Road) until the junction with highway 385. 1.3 CONSTRUCTION SEASON AND WATER SERVICE INTERRUPTION A. Construction is permitted year round. B. Note: houses serviced by the booster station still receive reduced pressure water service when booster station is off line. The contractor is allowed up to 4 days of reduced water pressure service during construction. C. Complete water service interruptions shall be limited to 3 hours. 1.4 CONTRACTOR'S USE OF PREMISES A. Construction Camp: Establishment of a camp within the park will not be permitted. B. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. C. Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. 1. Provide temporary barriers to protect existing trees and plants and root zones. 2. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer and remove agreed-on roots and branches that interfere with construction. 3. Do not fasten ropes, cables, or guys to existing trees. 4. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage. E. Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for excavation. 1. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. 2. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract. 1.5 FIELD VERIFICATION A. Field verify all new and existing dimensions affecting the work of this contract before ordering products. 1.6 CONSTRUCTION MATERIALS A. All other materials, including borrow and aggregates, shall be Contractor-furnished from outside the park. PART 2 PRODUCTS NOT USED. PART 3 EXECUTION NOT USED. PART 4 MEASUREMENT AND PAYMENT 4.1 SUMMARY OF WORK A. Payment will be included in the bid item to which this work relates. BIBE: Replace Panther Junction Booster Pumps SUMMARY OF WORK SECTION 01270 DEFINITION OF BID ITEMS 1 PART 1 GENERAL 1.1 DESCRIPTION A. The intent of this section is to explain, in general, what is and what is not included in a bid item, and the limits or cut-off points where one bid item ends and another begins. B. If no bid item exists for a portion of the work, include the costs in a related bid item as described in the individual specification sections. 1.2 BID ITEM NO. 1 Duplex Booster Pumps. A. This bid item consists of installing the duplex pressure booster pumps, pressure tanks, associated plumbing, controls, and wiring. It also includes removing the existing pumps, hydro pneumatic tank, controls, associated plumbing and wiring. 1.3 BID ITEM NO. 2 Manual Generator Transfer Switch. A. This bid item consists of installing a manual generator transfer switch and generator power inlet box. 1.4 BID ITEM NO. 3 Create Storage Area. A. This bid item consists of installing a partition, door, hardware, modification to lighting controls, and finish work. Submittals: Proposal with quotation, narrative and references Evaluation of Award: The award will be made to the offeror whose quote provides the best value to the Government, and the result shall be a firm fixed price order for all required products and services. The Lowest Price-Technically Acceptable selection process will be utilized. This best value determination will be made on the basis of (1) Past Performance; (2) Price. Best Value, as defined under FAR 2.101, means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. PRICE: A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. (End of Clause) 52.217-8 Option to Extend Services. (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days. (End of clause) DIAPR 2011-04 - Electronic Invoicing and Payment Requirements - Internet Payment Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
