- SF1449 SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition DOJ-UST-16-0059 and the solicitation is being issued as a Request for Quote (RFQ). This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-70). This acquisition will be processed as a fixed price requirement and is a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 511210, and the small-business size standard is $35.5 Million. The USTP routes the preponderance of their purchase requests and orders on paper. These purchase requests and orders are manually entered and processed using agency-specific financial systems, processes, and data definitions. Within this environment, the absence of common agency-wide Requisition Management Solution makes it difficult for USTP to process in a timely manner. The Department of Justice intends to move an enterprise wide Unified Financial Management System (UFMS) and Financial Management Service (FMS) Internet Payment Platform (IPP) - Treasury's electronic invoicing solution available to Federal agencies unfortunately USTP is at the tail end of the implementation. A short term solution required to meet the immediate needs of the agency. To address this need an electronic purchase requisition and order creation (share point based) is proposed for agency to procure. The solution shall utilized Microsoft SharePoint which provides the masses of out-of-the-box functionality, enabling the organization to quickly create internal intranets and/or external facing partner portals to accomplish the task at reasonable price. In addition to this standard functionality, it also serves as a platform to develop and deploy custom content and functionality. Upon submission, the SharePoint workflow engine manages the review process for the rapid approval and real-time transaction creation. See attached DOJ-UST-16-0059. There is no Defense Priorities and Allocations System (DPAS) rating assigned to this acquisition. FAR provisions and clauses that apply to this acquisition: Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer, or submit a printout to their Online Reps and Certs. Under FAR 52.212 5, paragraph (b), the Contracting Officer has indicated that the following clauses are incorporated by reference: 52.203-6 Restrictions on Subcontractor Sales to the Government. (DEC 1996), 52.222-3 Convict Labor (JUN 2003), 52.222-21, Prohibition of Segregated Facilities (FEB 1999), 52.222-26, Equal Opportunity (APR 2002) (E.O. 11246), 52.225-13 Restrictions on Certain Foreign Purchases (FEB 2006), 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration (OCT 2003), FAR 52.217-9 Option to Extend the Term of the Contract. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the System for Award Management will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
