Description
CONTRACTOR OPERATED PARTS STORE (COPARS), JOINT BASE PEARL HARBOR-HICKAM, HAWAII This acquisition will result in the award of a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for the full operations and stocking of two contractor operated parts stores (COPARS), furnishing automotive parts to support the Base Support Vehicle and Equipment (BSVE) Division of Naval Facilities Engineering Command Hawaii (NAVFAC HI and Fleet Logistics Center Pearl Harbor (FLC PH), Joint Base Pearl Harbor- Hickam Material Handling Equipment (MHE) shops. These storefronts will serve NAVFAC HI ™s Base Support Vehicle and Equipment (BSVE) Division whose mission is to provide customers with a variety of transportation services including Crane, Rigging and Weight Handling Equipment (WHE) and Operations and Motor Vehicle Operations (MVO). MVO includes heavy equipment support rentals for backhoes, bucket loaders, and water trucks; motor vehicle trailer operations; driver services for buses, sedans, and vans; grease trap pumping; pot hole repair; fuel deliveries; and driver training and licensing (Government and Commercial). The COPARS will include incidental services associated with the provision of a full-service, walk-in and walk-out commercial retail operation, including a vendor-owned/managed inventory, operating out of two Government-provided facilities. Parts and services shall be made available to authorized NAVFAC Hawaii Transportation and FLCPH personnel. The magnitude of the resultant contract will be a total estimated amount of $13,000,000 or a not to exceed period of 60 months, whichever occurs first. The NAICS code is 336390 and the Small Business Standard is 1,000 Employees. A sources sought notice was posted to NECO and FBO on March 21, 2016 and as a result of the responses and market research conducted, the proposed contract action is being advertised on an unrestricted basis, inviting all qualified offerors to submit proposals. The Small Business Office concurs with this set-aside decision. This acquisition is a commercial item acquisition and will be conducted under the provisions of FAR Subparts 12, 15, and 16. If there are any inconsistencies with a policy contained in the Subparts, the policies in FAR Subpart 12 will take precedence for this acquisition. The work will also include four pre-priced one-year option periods for the same/similar products, which will be evaluated in accordance with FAR 52.217-5 Evaluation of Options, along with the provisions of FAR 52.217-8. A site visit has been scheduled for 27 July 2016, 10:00 a.m. HST. This site visit is to provide Offerors with an opportunity to familiarize themselves with the Government provided COPARS storefront and conditions to be encountered and is not for the purpose of answering questions. Please limit the number of attendees per firm to no more than four persons. We will caravan to Hickam, Building 2002. Offerors interested in attending the pre-proposal site visit must complete and submit the New Special Event-Temp Access Request Form (attached), if you do NOT have a Rapidgate pass to access the base. You will be notified via email if your access request has been granted. Please meet us at Building 35 (map attached) no later than 10:00 a.m. HST on July 27, 2016. If you have a current Rapidgate pass, please meet us at Building 35 no later than 10:00 a.m. HST on July 27, 2016. Please submit the completed New Special Event-Temp Access Request form to Ms. Norine Horikawa at norine.horikawa@navy.mil on or before 11 July 2016, 2:00 p.m. HST (NO EXCEPTIONS). Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the technical factors. The technical evaluation factors are anticipated to be as follows: (1) Staffing Plan; (2) Operating Procedures; and (3) Past Performance. The Request for Proposal (RFP) will be available on or about 18 July 2016. The RFP will be available at the following direct link https://www.fbo.gov/fedteds/TDP16R3012COPARS after the RFP is issued. Hard copies or CDs of the RFP will not be issued. Offerors must register with FBO to obtain access to the solicitation. Registration instructions can be found on the FBO website. Once registered in FBO, the Offeror must request explicit access to the solicitation. An email will be forwarded once the contracting office has approved or declined the request. Approved Offerors may view and/or download the solicitation. Amendments will be posted to FBO/NECO at the direct link https://www.fbo.gov/fedteds/TDP16R3012 COPARS. It is the offerors responsibility to check the FBO website periodically for any amendments to the solicitation.
