Synopsis - Potential Contract Modification from Unsolicited Proposal Battery Systems for Peak Load Management GSA Region 9 has awarded a power purchase agreement for installation of photovoltaic (PV) systems at 9 sites (federal buildings) in northern California and northern Nevada. Some sites will be rooftop installations; some parking lot canopies; and one will include both. Total capacity at all 5 locations will be around 4 to 5 MW. The contractor has proposed including battery systems, primarily for peak demand control. The contractor claims that it is uniquely positioned as the solar investment tax credit (ITC) can only be taken for such systems when built as part of the same project and contract as the PV systems. The purpose of this synopsis is to determine whether the existing contractor is indeed uniquely positioned to provide such battery systems pursuant to FAR 6.302-1. No contract award will result from this synopsis. Information will be kept confidential. If GSA determines that there is a likelihood of responsible, cost-effective competition for battery systems to be installed separately from the PV installations, then GSA will issue another synopsis (with all applicable FAR 5.207 data) and a solicitation for such systems. If you believe your firm has the ability to economically install such battery systems separately from installation of the PV systems and take advantage of the ITC to provide improved rates to the Government through a power purchase agreement*, or can otherwise install battery systems in such an economical manner as to provide savings to the Government without the ITC but through a power purchase agreement, and is interested in providing such a service, please provide the information required on the attached form not later than 5:00 PM Pacific time on July 20. 2016.
