- measure NQF endorsement Notice of Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Agency for healthcare Research and Quality (AHRQ) intends to sole source to: The Regents of the University of Michigan 1058 Wolverine Tower-ORSP 3003 South State Street Ann Arbor, MI 48109-1274 The Children's Health Insurance Reauthorization Act of 2009 (CHIPRA) accelerated interest in pediatric quality measurement and presented an unprecedented opportunity to improve the health care quality and outcomes of the nation's children, including the almost 40 million children enrolled in Medicaid and/or the Children's Health Insurance Program (CHIP). CHIPRA also established the Pediatric Quality Measures Program. The program, with support from the Agency for Healthcare Research and Quality (AHRQ) and the Centers for Medicare & Medicaid Services (CMS), funded seven Centers of Excellence to develop and refine child health measures in high-priority areas. After years of concerted effort, a cohort of these measures is now ready for NQF to review and endorsement consideration. The funding for the Centers of Excellence ends February 28, 2016. At this time, there are several child health measures that are available for endorsement. The NQF pediatric measure work through the Measure Applications Partnership continues its work to improve the Child Core Set of measures used by Medicaid and CHIP. Under statute, HHS is required to publish a list of measures under consideration for rulemaking by December 1 of each year, and the Measure Application Partnership (MAP) then provides input to HHS on those measures by February 1 of the following year. Q-METRIC received funds through a cooperative agreement grant funded by CMS/AHRQ to develop pediatric measures and measures focusing on high priority topics outlined by HHS. As a result of the grantee's research endeavors, proposed measures have been developed which need endorsement by the National Quality Forum (NQF). Endorsement by the NQF is critical for CMS as it considers new measures for Medicaid and CHIP for voluntary use by the States. Endorsement of measures is also important to State Medicaid and CHIP programs as they consider measures for use and reporting form the Child Core Set. The purpose and specific mission is to improve the Child Core Set of measures used by Medicaid and CHIP. CMS/AHRQ PQMP Centers of Excellence (COEs) (COE entities), will submit pediatric quality measures on high priority topics to the National Quality Forum (NQF). This project will provide the COEs and opportunity to obtain measure NQF endorsement. A specialized focus on pediatric quality measurement is driven, in part, by the increasing recognition that health and healthcare needs of children are significantly different from those of adults. In addition, health in childhood sets the stage for a lifetime of downstream health outcomes. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
