Description

Switching and Instrumentation System tasks and components The 309th Software Maintenance Group at Hill AFB, UT intends to solicit and procure a quantity of 11 updated switching and instrumentation subsystems for the Microwave Depot Test Stations (MDTS). This upgrade is needed due to the deterioration, degradation, and unsupportable condition of this equipment within the MDTS. This subsystem includes all the VXI platform chassis and modules used by the test station as well as the interconnecting cables and instrument drivers to communicate with the Legacy System (see attached list of tasks and components). This contract action will be awarded using other than full and open competition procedures under the authority of 41 U.S.C. 1901, as implemented by FAR 13.501(a) Sole Source (including Brand Name) Acquisitions. The OEM for this system is VTI Instruments Corporation, 2031 Main Street, Irvine, CA 92614-6509, United States (CAGE 03LB1). This is justified based on the fact that in order for the test software to function properly, the purchased equipment must be consistent with the existing configuration and wiring designs. VTI Instruments Corporation (VTI) is the only equipment manufacturer that can meet the specifications for the MDTS. In addition, the Government does not have rights to the drivers used to program these parts as all rights to the drivers are proprietary to VTI. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency except that foreign participation is NOT permitted. It is anticipated that a solicitation will be issued on or about 1 Aug 2016 and contract award will occur on approximately 30 Sep 2016. The period of performance will be approximately 12 months after contract award. Delivery will be to Hill AFB, UT 84056. One or more of the items under this acquisition is subject to Free Trade Agreements. The government does not have complete and adequate data, special materials, facilities, tooling, or test equipment which may be required in the performance of the contract. Respondents are requested to specify whether they are large business, small business, small disadvantaged business, 8(a) concern, women-owned SB, Hubzone SB, Veteran-owned SB, or Service-disabled veteran- owned SB, and whether U.S. or foreign-owned firm.
