- specs solicitation plans The US Army Corps of Engineers (USACE), Detroit District requires construction services for the automation of the U.S. operated gates of the Lake Superior Regulatory Structure, hereinafter referred to as the Compensating Works. The project will consist of a base contract with four (4) options. Base contract work includes the renovation of Compensating Works gates 11-14 to include electric actuators with local operations from a new electrical building located near the Compensating Works. The base work also includes the mechanical demolition and construction work on the four gates, the installation of the four new gate actuators, electrical demolition of the existing panel board near the Compensating Works, demolition of the electrical infrastructure on the Compensating Works, demolition of existing and installation of new fence at Compensating Works, installation of power infrastructure for all eight gates, installation of gate level instrumentation for the four gates, installation of PLC remote I/O for all eight gates, installation of a new electrical building located near the Compensating Works, installation of underground conduit and fiber between the powerhouse and the Compensating Works, installation of an operations camera system and installation of a public warning system. Work included in the new electrical building is the installation of an electrical grounding system, HVAC, new motor control center, PLC control panel, fiber / Ethernet infrastructure, uninterruptable power supply (UPS) & panel board, human machine interface (HMI), security enclosure, card reader, intrusion detection equipment, fire / smoke detection sensors, building lighting, and building receptacles. Optional contract work includes all mechanical, structural and electrical work for the installation of actuators on gates 9, 10, 15, and 16, the installation of fiber optic infrastructure from the powerhouse to the third floor of the admin building, site lighting from the new electrical building to the Compensating Works and lighting on the Compensating Works. This project is logistically challenging and it’s anticipated that marine activities will be required. A barge can be moored to the upstream end of the peninsula for delivery of materials or alternate methods of delivery may be considered.
