Solicitation document (Please refer to attachment for full solicitation information) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88, effective June 15, 2016 The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size of 1000 employees. This requirement is unrestricted and all interested contractors may submit a quotation. BACKGROUND: The National Institute of Standards and Technology (NIST), Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) proposes to enter into a contract on a competitive, full and open competition for the Physical Measurement Laboratory (PML), Office of Weights and Measures (OWM). The Office of Weights and Measures promotes uniformity in U.S. weights and measures laws, regulations, and standards to achieve equity between buyers and sellers in the marketplace. This enhances consumer confidence, enables U.S. businesses to compete fairly at home and abroad, and strengthens the U.S. economy. The primary goal in the training laboratory is to ensure that students are able to perform hands-on measurement practice with balances that are comparable to the equipment maintained in their laboratories. As a "training and demonstration laboratory" OWM needs to reflect state-of-the-art capabilities and procedures for students who attend our training and for whom we provide technical support. OWM ensures traceability of state weights and measures standards to the SI; develops procedures for legal metrology tests and inspections, and conducts training for laboratory metrologists and weights and measures officials. OWM provides guidance on the model weights and measures laws and regulations adopted by the NCWM and coordinates the development and publication of key NCWM publications. The NIST Office of Weights and Measures analyzes weights and measures training needs, obtains input from the weights and measures community, designs and delivers training for laboratory metrologists and weights and measures officials, measures the impact and effectiveness of training to ensure ongoing continual improvement, and consults with the weights and measures community to ensure ongoing professional development. The NIST Office of Weights and Measures works with industry and state government laboratories to oversee mass calibrations and to provide training at the Gaithersburg facility. OWM staff have 60 years of combined experience working with precision balance manufacturers in providing on-site and remote training, as well as summaries of equipment maintained in the subject laboratories. This acquisition is for multiple Mass Comparators.
