- Description
- NASA/(Goddard Space Flight Center) intends to procure services for the retrieval, analysis, and display services to enable NASA (and other) Heliophysics community to quickly and deeply utilize the data from Heliophysics (HP) missions, especially those with NASA involvement, and emphasizing Space Physics (non-Solar, specifically including Heliosphere; Magnetosphere; and Ionosphere, Thermosphere, Mesosphere) missions. This service will provide the HP community a "one-stop" analysis service that will allow the efficient use of multi-instrument and multi-spacecraft data, as required for the next stages of HP science. NASA plans to procure these services from the University of California Los Angeles (UCLA) for their Heliophysics Community Data Analysis Services. NASA/GSFC plans to award UCLA a Cost No Fee (CNF) contract pursuant to 10 U.S.C.2304(c)(1), Only One Responsible Source, with an estimated period of performance of five years. This procurement will be procured as a sole source however, organizations can express their interest and capabilities within 15 days after publication of this synopsis by submitting their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 25, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. NASA/GSFC anticipates awarding a Cost No Fee type contract for this effort with an anticipated award date on or about September 30, 2016.
