- R16PS00089 - Solicitation and Attachments 1 - 9 The Bureau of Reclamation (Reclamation) has a requirement to renovate the Lower Colorado Regional Office Administration Building. The building is located in Boulder City, NV The Lower Colorado Regional Office Administration Building constructed in 1932 as the Administrative building for the construction of Hoover Dam. The interior layout and finishes of this historic building have been extensively renovated several times over the years to accommodate changing office and conference space needs and to update finishes. All three floors will be renovated. The main floor (level 200) will be renovated to include offices for the Regional and Deputy Regional Directors and their administrative staff, flexible conference room spaces, updating of restrooms, and a reception area that incorporates interpretive elements about the Administration Building and Reclamation's history in the Lower Colorado Region. Levels 100 and 300 will be renovated to include finishing improvements, HVAC upgrades, and updated restrooms. The renovation will include demolition of all existing materials and most interior stud walls and reconstruction of new interior fit out based up drawings and specifications to be provided by the Government. Key improvements: Improved ADA accessibility, flexible interior spaces, remodeled interior offices, multi-use conference spaces, building management system integration, upgraded life/safety and security equipment; upgraded telecommunications and low-voltage systems, upgraded mechanical and electrical systems, environmental air quality, and building envelope improvements. Sustainable building practices such as use of recycled and recyclable materials, increased water and power conservation, and low VOC emitting materials will be required to reduce the environmental impact of the building. The building must be compliant with Reclamation's Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings - Existing Buildings. This requirement will be 100% set aside for small business participation. There will be no public bid opening, since competitive proposals will be evaluated in accordance with FAR 15.101, Best Value Continuum. Any resultant award will constitute a firm fixed-price construction contract. The applicable North American Industry Classification System (NAICS) code is 236220 - Commercial and Institutional Building Construction and the Small Business Size Standard is $36.5 Million. The magnitude of this construction project is estimated to be between $1,000,000.00 and $5,000,000.00. The solicitation and any amendments to the solicitation will be available through the Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about July 11, 2016, under Solicitation Number R16PS00089. The contract period of performance is anticipated to begin on or about October 1, 2016, with an anticipated completion date of August 15, 2017. All dates in this notice are estimates and are subject to change. No further information will be available before the solicitation is posted. NOTE: The Solicitation will be issued electronically, as will any amendments thereto, in accordance with FAR Subpart 4.5 and 5.102(a)(1); therefore, hard copies will not be provided. There will not be any printed or hard copies of the Solicitation mailed. Additionally, most public libraries have resources available to electronically access and download the Solicitation. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders list. It is therefore the responsibility of all interested parties to periodically access the above FBO internet address in order to obtain any amendments which may be issued and to ensure that they have the most current information. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the same.
