- NASA/GSFC is requesting industry feedback on the draft statement of work and draft specifications documents prior to issuance of the final RFP. Prospective Offerors shall be advised that these draft documents contain International Traffic Arms Regulations (ITAR) sensitive information. In order to review the documents, all responsible sources must be certified by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS) to be eligible to download documents marked Export Controlled. This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). Please provide your approved Militarily Critical Technical Data Agreement (DD2345) form to the NASA contract specialist for verification. Once verification is complete, the contract specialist will provide these Export Controlled documents to the offeror(s). NASA/GSFC intends to include a priced option in this RFP for additional camera units. All input shall be submitted in writing e-mail to Ryan Hancock at joseph.r.hancock@nasa.gov or Ross Henry at ross.m.henry@nasa.gov no later than July 15, 2016. Telephone questions and comments will not be accepted. Disclaimer: It is not NASA/GSFC's intent to publicly disclose vendor proprietary information obtained during this solicitation. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential. The Government shall not beheld liable for any damages incurred if proprietary information is not properly identified. It is emphasized that this amendment to the synopsis is NOT a Request for Proposal, Quotation, or Invitation for Bid. This amendment is for information and planning purposes only and is subject to FAR Clause 52.215-3 entitled Solicitation for Information or Planning Purposes. This amendment is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information submitted in response to this amendment.
