- This is a notice of intent to award a sole-source supplemental agreement under the statutory authority of 10 USC 2304(c)(1), as set forth in Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C), The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. Lockheed Martin (LM) is the only responsible source that can provide the immediate services required for the current critical mission. LM personnel are already familiar with the C2AD applications (e.g. ATOMS, IAMD-Planner, etc), it reduces the significant learning curve that would exist for another contractor that would require additional funding and cause an unacceptable delay and critical slip in the overall C2AOS-C2IS program. The contract will consist of Labor Hour (LH), Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) and Cost Reimbursement (CR) line items with a base period of performance of 16 months with one (1) option for approximately 12 months. This notice does not constitute a Request for Proposal (RFP). Interested parties may submit a capabilities statement which shall be considered by the Government to the identified point of contact no later than 26 July 2016, 5:00 PM, EST. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this action on a competitive basis. No RFP will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided. This notice is not a commitment from the Government. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
